The North Carolina Division of Water Resources conducted a Bioassay Compliance Inspection of the
Lower Creek WWTP on 8/13/2024 and 8/15/2024. This inspection was conducted to verify that the facility
is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0023981.
The test resulted in a pass from both our Bioassay Laboratory in Raleigh and ETT Environmental. The findings
and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".

On August 13, 2024 and August 15, 2024, Rachel Rose, with the Asheville Regional Office (ARO),
conducted a Bioassay Compliance Inspections at Lower Creek WWTP (NPDES Permit No.
NC0023981). Whole Effluent samples were split with the assistance of Hailey Carlisle (WWTP
Operator) for use in a chronic Ceriodaphnia dubia pass -fail toxicitiy test. The toxicity test passed for
both the Division's sample (analyzed by our Bioassay Laboratory in Raleigh) and Lower Creek's
samples (analyzed by ETT Environmental). Toxicity test information follows:
Test Type: 3-Brood Ceriodaphnia dubia chronic pass -fail
Test Result: Pass
Test Concentration: 44%
Control Survival: 100%
Control Mean Reproduction: 21.1 neonates
Test Treatment Survival: 100%
Treatment Mean Reproduction: 28.3 neonates
First Sample pH: 7.18 SU
First Sample Conductivity: 315 micromhos/cm
First Sample Total Residual Chlorine: <0.1 mg/L
Second Sample pH: 7.06 SU
Second Sample Conductivity: 313 micromhos/cm
Second Sample Total Residual Chlorine: <0.1 mh/L
The rest results from the above samples indicate that the effluent would not be predicted to have
water quality impacts.
