III. Certification Statement:
I Steve Ward, Utilities Director certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

CAITLIN CROSSING - PHASES 1 & 2
PROJECT NARRATIVE
The proposed Caitlin Crossing subdivision is a single-family residential project located
on a +/- 56.40 acre tract located off Matthews Road within the town limits of Lillington.
Harnett Regional Water will serve the community's sewer needs. The proposed
development will consist of the construction of 138 single-family units and 100 single-
family townhome units as well as a small clubhouse at frill buildout.
This is a permit modification request for permit number WQ0045108 issued on March
25, 2024, and is for proposed Phase 2 and the purpose is to increase the installation length
of 8" sanitary sewer mains by an additional 1,020 If. Phase 2 does not include any
additional flow. Phase 1 is currently under construction, but no part has been completed
or certified. Another permit modification will be submitted at a later time for the
remaining units and flow rate.
The proposed gravity sewer mains in this development will connect to Harnett Regional
Water's existing sewer collection system with the permit number WQCS000166. The
connection to the existing Harnett Regional Water system does require environmental
permitting. Off -site sewer connection and on -site roadway impact per 401 Water Quality
Certification No. WQC005546 and on -site roadway impact 404 is SAW-2022-00473.
