CAMA Major Permit No. 74-23, TIP No. B-5156 Pender County Bridge 28 over Long Creek on NC210. Dear Mr. Lane, The N.C. Department of Transportation, Division 3, is requesting Authorization to the above referenced permit for proposed changes to the existing permitted plan for the subject project. The proposed changes are being requested due to previously unknown site conditions resulting in high water at the proposed fills and flood conditions that may affect slope stability. The agency personnel discussions were held on -site on June 6, 2024, at the Environmental Pre -Construction Meeting regarding our concerns. The attached plan modification sketch summarizes the requested changes for phased installation of Rock Embankment to provide stability and protection against erosion during construction. Attached is the Departments standard drawing 275.01 for Rock Plating that will be used in place of the Reinforced Soil Slopes shown on plan sheet 2G-1 and 2G-2. Also, included is a standard drawing detailing the use of Rock Plating with Rock Embankment, modified for use on this project. The limits and areas of the requested changes shown in the phasing sketch are meant to be approximate only and provide detail of use and locations of Rock Embankment due to high water conditions. The changes include: • Rock Embankment area from approximately Sta. 18+50 to 22+00 and Sta. 23+80 to 24+50 (shown as outlined in red shaded areas on the phased plan sketch): Originally no rock embankment was shown in this fill section of roadway. For the resilience, stability of the roadway, and compliance with permit conditions to limit and manage erodible materials, replacing the proposed borrow material with rock embankment (east and west) is proposed. The original plan to undercut and placement of select fill from Sta 21+00 to 22+00 will then be performed inside of the rock embankment perimeter to contain any potential erosion during flood or tidal conditions. From Sta. 23+80 to 24+50, rock embankment will be utilized to fill the lowest areas to then typical end bent protection will be installed to an adequate elevation to encapsulate the borrow operations occurring up station. No undercut is proposed from Sta. 23+80 to 24+50 Slope area from approximately Sta. 13+50 to Sta. 21+50 and Sta. 24+25 to 25+00 (shown as Reinforced Soil Slopes (RSS) on Roadway Sheet 4): Will be replaced with Rock Plating Typical Section No 1 of the 2024 Roadway Standard Drawings 275.01 and Rock Plating and Rock Embankment Detail Typical 3 on GEO-2 Modified for C204724 for stations listed. For clarification to the changes detailed above, the department will modify the toe of slope location if necessary to mitigate if needed to remain within the footprint of the currently permitted wetland impacts. No additional wetland impacts will occur with this change to embankment or slope protection. Please let me know if any additional information is needed in support of this request.
