BOX 1089 FAYETTEVILLE, NORTH CAROLINA 283021089 TELEPHONE (910) "8 1401 WWW.FAYPWC.COM 1-<tUr_1VLU DEQ10 R JUL 2 9 WQROS --AYEiTFvn I FAGrInMAI OFFICE 5/16/24 755 Rock Hill Road; Incident 202400936; 3,758 gallons PWC hereby acknowledges receipt of the NOV regarding the sewer overflow at 755 Rock Hill Road, which occurred on May 16, 2024. As stated in the report dated May 20, 2024, the spill at 755 Rock Hill Road was caused by third parry damage by a utility contractor. The issue was reported to PWC by a Metronet fiber installation contractor who stated that they struck the sewer force main while attempting a roadway bore at the intersection of Rockhill Road and Hummingbird Place. PWC maintenance staff responded and determined that the sewer force main had been damaged and there was an active wastewater release occurring. The wastewater volume exiting the sewer force main ponded in the highway right of way and in the adjacent wood -line. The wastewater was contained to this area and did not reach any surface waters. The lift station pumps were shut off which ended the spill incident. While the lift station pumps were off multiple PWC and contractor combination vacuum jetter trucks maintained the lift station wet well volume through pumping and hauling. PWC maintenance staff installed a point repair on the force main to resolve the damage done by the boring operation. Upon completion of the point repair the lift station pumps were reactivated and normal operations resumed. The wastewater which ponded at the site was unable to be reclaimed as it soaked into the surrounding soil, however wastewater sludge and residue was reclaimed and the area was treated with lime and odor counteractant. Since the overflow was contained and did not reach surface waters of the State, no sampling was necessary and a "Notification of Discharge of Untreated Sewage" was not needed for the media. BUILDING COMMUNITY CONNECTIONS SINCE 1905 AN EQUAL EMPLOYMENT OPPORTUNITY / AFFIRMATIVE ACTION EMPLOYER As a condition of PWC's permit for operation and maintenance of the subject wastewater collection system, it is required that a minimum of 10% (120 miles) of the collection system be cleaned yearly. In the last three completed fiscal years (FY21-FY23) PWC has cleaned an average of 23% (281 miles) of the sewer system per year. While not a requirement of the permit, PWC has also performed CCTV inspections on an average of 6.2% (75 miles) of the system per year evaluating the condition of the mains. PWC maintains a proactive approach in operating and maintaining the sewer system to avoid as many sanitary sewer overflows as possible.
