Mr. Fowler,
Attached is the copy of the NOV for the Town of Spring Hope (NC0020061) for the month of June
2024. During the month of June, we experienced issues with our electric motors that power the effluent
pumps. We had to send these motors to Wake Forest Electric Motor for repair, and this process took
almost three weeks. We now have those repaired motors back in operation and we have also purchased
new motors for immediate replacement should we experience issues in the future.
During this three week period without the use of our effluent pumps, we had no choice but to recirculate
all effluent flow back to the head of the plant and back through the treatment system. We did continue
to use both chlorine and dechlor during this period; however, the normal influent flow plus all effluent
flow being recirculated caused some settleability issues due to short circuiting and or recirculation of
chlorinated substrate. During this period, we never experienced a blanket on our clarifiers but we did
have particles rising from the bottom of the clarifier and flowing through the V-notch weirs. Fecal
Coliform was the only parameter that exceeded permitted limits.
