III. Certification Statement:
I Bill Perkinson certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

The proposed project is the extension of a segment of an existing sewer line that runs east to
west along Williams Court. Currently there is an existing 8" PVC Sewer line along N Bragg
Street. The proposed sewer line will be an 8" PVC pipe that extends from a proposed Doghouse
manhole # 1 on N Bragg Street that extends 212.95 linear feet along Williams Court to a
proposed manhole #2 in between lot 2 and lot 3. Lot 1 will connect to a proposed sewer
service. Where lot 4 and 5 will use a private sewer service. This sewer line will run into the
Warren County Wastewater Treatment Plant. As directed by Town or Warrenton this
application and information provided therein has been signed by the applicant and professional
engineer, Chad E. Abbott.

Good morning all, and thank you Bill for responding to what you could. Regarding the other items, please see
below in bold green italics:
1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in your
response. No, to my knowledge, this is just a private developer, looking to build 5 homes.
2. Does Warrenton have an idea of what the name or number of the downstream sewer may be? Or is it so old
they may not know? I can try and look in our system if you folks can come up with a name (if the WQ
number is not known). By Others.
3. Part VI.7. I guess this is existing infrastructure/homes that will tie-in? I'm a little confused about what
exactly will tie-in to this new line. If it's old infrastructure -you will need to revert to the existing minimum
design flow of 120 gpd/BR [15A NCAC 02T .0114 (b)], unless the Town of Warrenton has received a flow
reduction letter (I have not been able to find anything on file). The 75 gpd/BR may be used for new
homes/infrastructure (as currently described in the recent legislation). Please modify Pat VI.7 and 8 if
necessary. Please see attached plan, yes this is new infrastructure to support new homes.
4. Likely 1'lljust round up your gravity sewer length to approximately 213 linear feet of 8-inch GS in the permit.
Yes, absolutely that's fine, intern filled this out for me so they were just trying to be exact.
5. You indicated in Part IX.5. of the application that a 404/401 certification would be necessary. Is this
correct? If so, please provide a reference number (either a USACOE reference number or a DWR 401
number). This was incorrect, and myapologies that) missed it. The intern used one that we had done
on a previous project and didn't edit those boxes as I had directed, and I unfortunately assumed they
did. Again, my apologies and I have attached the updated FTA.
6. Would you please provide a basic flow schematic for this project (and indicate direction of flow to the tie - in
and from the tie-in to the WWTP)? You mention different lot numbers in your narrative - but I do not know
what they refer to. I've attached a couple of examples - if you can provide something similar. I don'thave a
lot of knowledge about the existing infrastructure well beyond our property, and perhaps Bill can
chime in on this. I have attached a map similar to what you requested with as much information as I
can provide. Again, hopefully the attached plan and profile helps in understanding the narrative. I am
not sure why its not required to send the plans in, I used to send them anyways, but was told to stop
at some point.
7. Since there will be wastewater flow associated with this project -you'll need to provide Form FTSE 10-23
(attached) indicating that the Town of Warrenton's WWTP has capacity to accommodate the new flow.
believe that Bill has now provided this and the project flow should be fine with the 75 gpd/br as
provided with this new information.
