The Animal Feeding Operations Program of the Division of Water Resources (Division) has completed a
preliminary review of the subject application received on May 10, 2024 and Additional Information
Response received July 10, 2024, for permit coverage under Swine Farm Digester Waste Management
System General Permit AWG400000 for the construction of an anaerobic digester to capture biogas as a
part of the proposed farm digester system at the Melvin Bostic Farm. Additional information/clarification
is required before we may continue our review. Please address and submit the following item(s) within 30
(thirty) days of receipt of this letter.
❑ Waste Level GgIWe — thank you for the information provided in the first response regarding the
digester gauge as well as the volume calculations for Lagoon 27500B. In the response letter you
stated that the operating height in Lagoon 27500B would be reduced from 10.65 ft to 10.13 ft (44.63
elevation). This volume appears to represent the volume of one 25-year/24-hour storm event for
Lagoon 27500A. However, Lagoon 27500B was built in 1997 and requires storage volume for two
25-year/24-hour storm events for all the contributing drainage area (the second storm volume is the
"heavy rainfall" factor). Please provide revised calculations.
Please verify that the "operating height" means the same as the compliance level, or what is
commonly referred to as "start pump" or "redline". Please also state what the freeboard compliance
level would be — currently the freeboard compliance level for Lagoon 27500B is 27 inches (or 45.15
elevation). Once the gravity crossover pipe is installed, the freeboard marker in Lagoon 27500B
must be reset to show the proper compliance level.
❑ Influent Mixing Well — During an August 21, 2024 meeting, Chris Fey, Roeslein & Associates,
stated that the system design is being modified to eliminate the Influent Mixing Station. If the
Influent Mixing Station is to be eliminated, please provide updated information regarding influent
into the digester. Where/how will influent sampling be conducted?
Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and
regulations. Any oversights that occurred in the review of the subject application package are still the
