Box 85 Milton, North Carolina 27305 NCDENR ICJDV0 yS Subject: Speculative Limits for Milton WWTP Caswell County Dear Mayor Thomas: This letter is in response to the request for speculative effluent limits for the proposed Town of Milton WWTP. A wastewater flow of 0.050 was targeted for discharge into Country Line Creek in the Roanoke River Basin. Please note that Country Line Creek eventually flows into the Dan River located in the Commonwealth of Virginia. This permit will be subject to review and scrutiny by that State, as well as the U.S. Environmental Protection Agency. The staff of the NPDES Unit of the Point Source Branch has reviewed this request and will provide speculative effluent limits Please be advised that response to this request does not guarantee that the Division will issue an NPDES permit to discharge treated wastewater into these receiving waters. The Town of Milton will be required to complete an Engineering Alternatives Analysis (EAA) that must be submitted with the application for the NPDES permit. The EAA should contain a clear and strong justification for the proposed facility and an analysis of potential alternatives, which should include a thorough evaluation of non -discharge alternatives. Nondischarge alternatives, such as spray irrigation, water conservation, or connection to a regional treatment and disposal system, are considered to be environmentally preferable to a surface water discharge. In accordance with the North Carolina General Statutes, the practicable waste treatment and disposal alternative with the least adverse impact on environment is required to be implemented. This segment of the Country Line Creek has a stream classification of C. The best usage of these waters is as a source of water supply for drinking, culinary, or food processing. Using information available at this time, the discharge point has an estimated drainage area of 137.5 square miles, with an average flow of 124 cfs, a summer 7Q10 of 0.73 cfs and a winter 7Q10 of 6.2 cfs. Based on available information, the tentative effluent limits for oxygen -consuming constituents of the Milton WWTP discharge at the flow of 0.05 MGD are included on the attached effluent sheet. Please note that the recommended summer NH3 limit of 5.9 mg/l is based on protection against ammonia toxicity. Upon formal permit application, if there is an industrial wastewater constituency, an evaluation of limits and monitoring requirements for metals and other toxicants will be addressed at that time. The Division of Water Quality is requiring chlorine limits for all new or expanding dischargers proposing the use of chlorine for disinfection. The process of chlorination/dechlorination or an alternate form of disinfection, such as ultraviolet radiation, should allow the facility to comply this requirement. Final NPDES effluent limitations will be determined after a permit application has been submitted to the Division. The discharge point would be located upstream of the convergence with Doll Branch. Please see the enclosed map. This new wastewater collection and treatment system would serve the Town of Milton, population 236. The customers will be residential and small business. The dicharge will be from a constructed wetlands wastewater treatment facility with a design capacity of 50 000 g nns nar ring. Country Line Creek flows into the Dan:River approximately 2 miles downstream from the proposed discharge point. To our knowledge there are no other discharges to Country Line Creek.
