B) Existing plant already receiving flow from (1) residence and (1) business entity located on Charlotte Highway from initial construction, limiting increased flow from original design specifications. The Buncombe County Board of Education therefore ultimately denies any additional flow to this W WTP based on the current needs of our facilities. I hope that this information is as you requested. The evaluation was general in nature. Its purpose was to provide guidance for developing approximately 26.661 acres for three -bedroom house lots utilizing on -site wastewater (septic tank) systems under current sewage laws and rules 15A NCAC 18A .1900. The homes are proposed to go on individual lots averaging one third of an acre each. Municipal water will be used for the potable water supply. The western end of the southern property line was not well marked. Mr. Riels and Mr. Brad Schnyder were present intermittently during the evaluation. The following criteria were taken into consideration for this evaluation: 1) topography and landscape position (including slope), 2) soil depth, 3) soil morphology (physical characteristics), 4) soil wetness, 5) restrictive (cemented) horizons, and 6) available space. The evaluation was conducted with the following equipment: a 48 inch mud/soil auger, a soil knife, a clinometer, a compass, a drafting scale, a 10 foot tape measure, and an old survey map partially overlain with a topographic map. Sixteen auger borings and 24 pits were used to describe the soil. The borings and pits are marked by numbered blue survey ribbons or pin flags. The borings and pits are roughly located on the site map (Attachment I) and described on the soil/site evaluation sheets (Attachment II). The numbers on the ribbons and pin flags correspond to the numbers on Attachments I and 11. General The property is roughly in the shape of a rectangle that lays slightly northwest to southeast (almost due north to south) with a large, thin notch missing from the southern end of the western edge. In addition, there is a four 2 and a half acre square protruding south from the southeastern corner. Miller Road forms the eastern edge of the rectangle. There are two knolls on the property. One is near the center of the southern third of the property. The other one is just 150 feet or so south of the center of the northern property line. Two ridges radiate out from the southern t knoll. One goes nearly due north to about the northern third of the land before ending abruptly in a nose slope. The other ridge goes nearly due west a couple of hundred feet or so and then angles northwest off of the property near the northern end of the missing notch. Two ridges also radiate from the northern knoll. One goes slightly northwest (almost due north) off of the property. The other one goes almost due east (perpendicular to Miller Road) before ending abruptly just west of (above) Miller Road. There is a series of valleys on the property. The largest one begins just west of the southern knoll and flows generally northwest. It exits the property near the northern third of the eastern property line. Most of the other valleys flow eastward (more or less) into the large valley. There is a large creek (Cane Creek) just east of and parallel to Miller Road (off of the property). There is a steep bank (50% slope +/-) along the entire eastern edge of the property (except where the valley exits). This steep bank, that is shallow to rock/rocky soils, is likely an old creek bluff. It was probably created as the creek eroded its way down through the landscape and left the more resistant material. Both, the end of the ridge in the northeastern corner and the hillside in the southwestern corner, exhibit complex topography or gullies at close intervals. There are other areas that show this condition to a lesser degree. 3 It Some old logging or farm roads cross the property. The more prominent two are along the southern two-thirds of the eastern edge and in the northwestern corner parallel to the western property line. The vegetation on the property is largely "scrub" pines and white pines about 15 years old or so. This is consistent with old grown up fields. There are no known wells, streams, or structures on the property. Landscape Position and Topography Slopes measured on the property near the borings and pits range from 4 to 58 percent. Slopes vary dramatically. The average slope should be around 25 to 30 percent. The flatter slopes are on the ridge tops. The steeper slopes are along the eastern edge. Landscape positions where borings were done include ridge, nose, shoulder, linear convex, and linear slopes. Several areas of complex (gullied) topography were encountered. The most significant instances are in the northeastern corner (on the end of the ridge near Miller Road) and in the southwestern corner on the lower end of the hillside. These areas will be unsuitable for septic systems. Steep slopes and complex topography will be severely limiting factors for developing this land. Soil Depth Soil depth to parent material (saprolite or rock) was measured at 14 to 45 inches. Average soil depth should be close to 30 inches. Generally, the shallower soils are found on the eastern third of the northern two thirds of the land (especially on the steeper slopes). The deeper soils occur on the western side of the property. Soil depth will be a major limitation to developing this land. Soil Morphology (Physical Characteristics) The soils on this property vary little except with respect to soil depth. Most soils exhibit a moderately thick to thin loamy topsoil (A horizon) over a 0 moderately thick to thin, friable to firm, sandy clay loam to silty clay loam subsoil (B horizon) with subangular blocky structure. There is frequently a narrow transition (BC) horizon which usually continues into saprolite (C horizon), weathered rock (Cr horizon), or bedrock (R horizon). The Health Department will need to see backhoe pits where saprolite will be encountered less than 12 inches below the drainfield trench bottom. This is so they can check for open, continuous joints or cracks. A long-term acceptance rate (LTAR) from 0.4 to 0.5 gpd/sq. ft. seems in order where soil depth is sufficient. Soil Wetness Soil wetness should not be a serious problem as long as the obvious concave landscapes and valleys are avoided with septic system drainfields. Proper management of surface runoff will be important at each site. Restrictive (.Cemented). Horizons No restrictive horizons were identified on this property. Available Space Available space is the usable area left over after setbacks and bad soils are deducted. The impact of available space will depend largely on lot size plus size and placement of road and utility right-of-ways. The Health Department can be contacted for a complete list of their setbacks. Also, the applicable Planning and Zoning Departments should be contacted for additional setbacks and development ordinances. Lots in areas with unsuitable or marginal soils should be laid out large enough to include an adequate area of usable soils for a septic system and repair are., A good way to deal with an unsuitable area is to divide it among as many lots as possible, thus minimizing its impact on any one lot. With most of G the unusable land concentrated in one large area, it will be difficult to divide it evenly among many lots. Observations/Conclusions/Recommendations In light of my evaluation I have the following comments to offer: 1) Septic systems are not practical to serve the wastewater disposal needs of t this proposed development with lot sizes averaging one third of an acre. This is especially true in consideration of the huge amount of land that will probably be lost to shallow soils, steep slopes, and complex topography. A more practical approach would be to pursue a discharge permit through the N.C. Division of Water Quality or seek out municipal sewer. 2) Shallow soils will be the largest limitation to septic systems in this development. Of the sixteen auger borings, six of these (2,3,6,7,9, and 14) indicate soils that are too shallow to parent material for septic systems. Three of the remaining ones (4,5, and 8) are marginal and could go either way. Most of the shallow soils occur along the eastern edge of the property especially on the steeper slopes. Backhoe pits confirmed this for the most part. 3) The steep slopes along the eastern edge, near Miller Road, would be a severe limitation to septic systems in that area. However, that is probably a mute point due to the shallow soil depths in the same area. 4) There are two areas of complex (guliied) topography. One is in the northeastern corner, on the end of a ridge near Miller Road. It is near and north of boring 9. The other area is on a hillside in the southwestern corner. It is near and southwest (+/ } of boring 16. Both of these areas are unsuitable for septic systems by definition. Disclaimer The findings of this report represent my professional opinion about soil rl and site conditions based on the information available to me during a limited, general evaluation. Variability in the soils could result in conditions that are unpredictable and different than what I found. Further evaluation could also reveal different soil conditions than those found during this evaluation. I cannot guarantee any septic system permits. Only the Health Department has the regulatory authority to. issue permits. They may chose to differ with my opinion based upon their own findings. I am not responsible for errors made due to unclear, unknown, or misrepresented property lines. There are circumstances beyond the scope of this report that could create problems that might deny the use of the property as desired. Some of these include: zoning laws; excessive grading; and mislocation of houses, drives, property lines, wells, or utilities.
