Authorization is hereby granted for the CooperRiis Wastewater Treatment Plant for a total design flow of 0.011 MGD. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Asheville Regional Office, telephone number (828) 251-6208, shall be notified at least forty- eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified water pollution control treatment system operator to be in responsible charge (ORC) of the water pollution control treatment system. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the water pollution control treatment system by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and must properly manage and document daily operation and maintenance of the facility and must comply with all other conditions outlined in Title 15A, Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the Certification Commission which designates the operator in responsible charge within: (A) Sixty calendar days prior to wastewater being introduced into a new system or (B) within 120 calendar days of the following, (i) after receiving notification of a change in the classification of the system requiring the designation of a new ORC and back-up ORC or (ii) a vacancy in the position of ORC or back-up ORC. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and specifications. I don't think we should go less than this since a peaking factor of 4 is not unrealistic for this project. this would put flow at around 30 gpm, keeping in mind we can still divert excess flow back into the EQ basin. Also the Asheville office has expressed concern that the operator would have to get his hands in the water to adjust weirs. I will fax a mark up of modifications on the shop drawings to show this fix. Please call me as soon as possible when you get the fax. His he ever heard of grinder pumps or solids handling pumps? My opinion is that grinders are needed with a minimalist bar screen. Have the bar screen improved if you can through the approval process, if this is a new facility. If it is an existing facility have the inspector take a look at the bar screen to work with the operator to improve the bar screen. It is easier to catch the solids in a bar screen than have to dip an EQ basin. The pump size is to large. Does this engineer and sales person understand the function of an EQ basin? It is not to fill up and empty in a slug dose. If the facility is permitted for 0.110 MGD the actual flow is much less, I would assume (Yes, I know the danger of assume). Two pumps should be capable of pumping out the flow as rapidly as it comes in, should that be necessary. This is not the intent of an EQ basin, as you know we need to feed the flow out of the EQ basin over 24 hours at a rate the plant can treat. Sorry for the rambling, hope I answered your question. Donald Cooper, the owner, also verified this. The creek is at least four feet below the top of the creek bank. The wastewater treatment plant will be 1.5 feet above ground. That'll give about a 5.5 feet elevation for flood protection. If it ever floods, no worries, it'll be the second coming! I just have a few questions: 1. Could you recheck your EQ pump capacity? Dual 75 gpm is excessive: for an 11,000 gpd plant (p. 3 of specs). Is this a typo? SCrK R nio•, c ��^ 2. I'm a little concerned about the blower capacity. My calcs. give a' total required capacity of approximately 72 cfm (and we would require 144 cfm for duality). That's allowing 10 cfm/air lift, 36 cfm for aeration (dominated by mixing), 7.8 cfm EQ, 7.7 cfm for sludge holding. [The big difference is the air lift capacity, I believe]. 3. As far as the UV is concerned, unless CooperRiis plans to put in filters, I'd spec out that a 200 #/100 monthly geometric mean and 400 ` #/100 ml daily max must be met. I'm a little concerned that the fecal limit won't be met consistently without the filters. 4. Also, I think with the UV guidance and since this is to C waters, we'd be OK with spare lamps/module kept on -site and audible/visible alarm, and standby power. We won't require autodialer for this small plant, but the alarm must be placed in an area visible to a passer-by. 5. Could you confirm again that the standby power is adequate to power all major components including the UV unit? Mi � CPA, 1 6.
