Accordingly, we are forwarding the attached NPDES permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Summary of Chanizes in Final Permit from Existing Permit I) Flow limit was removed, reporting reduced to 2/month. Footnote was added for reporting protocol. Per WTP Strategy, instantaneous flow monitoring required. 2) Fluoride and Total Zinc monitoring was removed. Neither chemical compound is used, per WTP Greensand Filter Strategy monitoring not required. 3) Total Iron and Total Manganese monitoring was reduced to quarterly. Reported Total Iron values above WQS. Per WTP Greensand Filter Strategy, quarterly monitoring required. 1) Turbidity monthly monitoring was added. Discharge from the said treatment works at the location specified on the attached map into an unnamed tributary to Turkey Creek, a class C, NSW water in the Neuse River Basin. Currently, Envirolink Inc. is contracted to provide operating services for his facility. Treated backwash wastewater discharges to an unnamed tributary to Turkey Creek, a class C, NSW water in the Neuse River Basin. HISTORY 2008 — Renewal permit issued with no changes from previous permit which applied Greensand Filter 2004 WTP Strategy guidelines. Permit limited for: Flow, TSS, TRC, and pH. PROCESS Well water is chlorinated then introduced to two sand filter units. The filtered water continues through an air stripper system and into the potable water distribution system. The operator manually backwashes/rinses each sand filter unit when needed, about once a week. The process backwash/rinse wastewater passes through a meter, sand filter beds, tablet dechlorinator, and is discharged into an unnamed tributary to Turkey Creek. Based on the accumulation of solids in the drying beds, the owner determines when solids removal is necessary. A contractor is hired to remove and dispose of solids per state regulations. COMPLIANCE Since 2008 there were two TSS limit violations but no fines were assessed. PERMITTING STRATEGY The 2009 WTP Strategy Revision guidelines for Greensand Filter and BPJ was used to determine the revised requirements in this permit as follows: Fact Sheet NPDES NCO087840 Page 1 of 2 1) Flow limit will be removed, monitoring will be reduced to 2/month. Footnote will be added. 2) Fluoride and zinc monitoring will be removed. Neither fluoride treatment nor zinc based inhibitor are present. 3) Iron and manganese monitoring will be reduced to quarterly. Reported Iron values above WQS. 4) Turbidity 2/month monitoring will be added. EPA requirement. Neuse River 2013 Nutrient Guidelines This facility is considered a non -nitrogen discharge and monitoring requirements will be as defined by current guidelines. Total Nitrogen (TN) and Total Phosphorus semi-annual monitoring will be add. Total Kjeldahl Nitrogen and Nitrite/Nitrate Nitrogen measurements are needed to calculate TN. Outfall and TRC Correction Previous inspections had noted discrepancies in the outfall location. The intermittent discharge enters the highway drainage ditch adjacent to the facility, flows through the highway ditch, under the highway through a culvert, through another ditch, and then into an unnamed tributary to Turkey Creek. Based on USGS stream stats program, the receiving stream is a "zero" flow stream resulting in an IWC=100%. It was suggested in the file documentation the volume of discharge never makes it to the unnamed tributary but is dispersed through infiltration in the ditch system. The corrected outfall lat/log (entry point into the ditch) was determined and corrected in BIMS and in this permit. The TRC limit will be corrected in this permit based on the new IWC. A footnote will be added to define TRC reporting protocol and compliance. SUMMARY OF PROPOSED CHANGES In keeping with Division strategies the following will be incorporated into the permit: • Flow limit will be removed, monitoring will be reduced to 2/month, footnote added for reporting duration of discharge. • TRC limit will be corrected and footnote will be added for measurement protocol. • Fluoride and zinc monitoring will be removed. • Iron and manganese monitoring will be reduced to quarterly. • Turbidity 2/month monitoring will be added. • TN and TP semi-annual monitoring will be added. • Supplement to Permit Cover Sheet narrative and facility address will be updated. The backwash effluent is discharged to a sand filter drying bed at Well Lot #4. When the Operator in Responsible Charge concludes there is enough material to dispose of, a private sludge contractor will be retained to properly dispose of the solids in accordance with all State and Federal Regulations.
