Concrete Services - Laurinburg, Certificate of Coverage NCG140276 Scotland County Dear Mr. Allen Jr.: On August 6, 2024, a site inspection was conducted for the Concrete Services- Laurinburg facility located at 13820 Dixie Guanno Rd., Scotland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Army Barnes, Environmental Health and Safety Manager, was also present during the inspection and her time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG14000 under Certificate of Coverage NCG140276. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Leith Creek(Johns Pond), class C;Sw waters in the Lumber River Basin. As a result of the inspection, the facility was found to be non-compliant with the conditions of the NCG14000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to$25,000 per day for each violation. According to Ms. Barnes, the site is rarely active. During the site inspection, outfall one (1)was inaccessible due to vegetation overgrowth and outfall two (2)was discharging due to active rainy weather. During the inspection, it was discovered that three(3) storage totes did not have secondary containment. No process water was present at the site, during the time of inspection, In review of the SWPPP, monitoring results dating back to 2023 were observed. Monitoring results showed "no discharge"for most monitoring quarters, Please address the following issues to meet compliance: 1. Implement adequate secondary containment for liquid materials stored outdoors. 2. Ensure that all outfalls are maintained to allow access for qualitative and analytical monitoring.
