This letter is provided in response to Certification No. 3545
issued December 19, 2007 (DWQ # 051058; USAGE Action ID. No.
200400940). This certification was issued by your office in
response to our informal modification request submitted via e-
mail on December 19, 2007 November 14, 2005 for a project at the
SR-7 Range in the Camp Lejeune Greater Sandy Run Training
Complex. The original certification application for this
project was previously submitted by Aeolis Engineering, P.A. on
behalf of Camp Lejeune.
In accordance with the certification issued December 19, 2007,
we are providing our formal certification request. A $200.00
check for the application fee and 5 copies of our request is
included.
We request that you modify and re-issue DWQ # 051058,
Certification No. 3545 to reflect new total impacts for
project of 0.485 acres, a difference of 0.067 acres.
Compensatory wetland mitigation will be provided in the
Wetland mitigation bank at a 1.5 to 1 ratio for a total
acres an additional 0.101 acres.

SR-7 Range Improvement/Enhancement Project - Modification (26
new targets and access roads)
The original project consisted of installing new targets and
access paths within the maintained footprint of an existing
live-fire range, the SR-7 Range in the Greater Sandy Run Area.
Camp Lejeune was issued a DOA Permit to fill 0.418 acres of
Section 404 wetlands for the installation of 26 new targets and
the road infrastructure necessary to conduct maintenance on the
same targets on 1 May 2006. Camp Lejeune was issued a modified
DOA permit to fill an additional 2,600 square feet of wetlands
(100 square feet per target) on November 19, 2007. In order to
adequately protect the target mechanisms from the effects of
heavy machine-gun fire (.50 caliber machine gun), Camp Lejeune
requests approval to modify this project to permit a minimum
amount of additional fill at each of the 26 target sites.
Camp Lejeune requests an additional 100 square feet of wetlands
fill per each of the 26 target locations as shown in the
attached drawings. The original request for a loft X loft
elevated pad provides 100 square feet suitable for the platform
of each automatic target assembly.
The additional 100 square feet at each target will allow the
construction of a protective soil barrier to protect the target
mechanism against damage from heavy machine-gun (.50 caliber)
fire. Each target site will be built in accordance with the
enclosed specifications for the STATIONARY INFANTRY TARGET
PLACEMENT (plans for surface/fill emplacement).
New, total impacts for the project are 0.485 acres, a difference
of 0.067 acres. Compensatory wetland mitigation will be
provided in the GSRA Wetland mitigation bank at a 1.5 to 1 ratio
for a total of 0.728 acres, an additional 0.101 acres.

1. Camp Lejeune was issued a DOA Permit to fill 0.418 acres of
Section 404 wetlands for the installation of 26 new targets and
the road infrastructure necessary to conduct maintenance on the
same targets an 1 May 2006. In order to adequately protect the
