Thanks for reaching out to us with this information. This is an appropriate strategy for analytical sampling in a
situation where outfalls are tidally influenced.
There is no formal paperwork to fill out for approval of your alternative sampling locations,especially since CFPUA
already conferred with a regional inspector on this arrangement to verify they will yield more representative
samples for the drainage area discharges. Please be sure to document it in the facility's Stormwater Pollution
Prevention Plan (SPPP) records. I will include this correspondence and attachment in your permit folder
(NCG110073 is the COC number) in our repository for reference.
I've copied our General Permits Coordinator, Brittany Cook, in case you have future questions about the NCG11
general permit.

I work with Cape Fear Public Utility Authority in Wilmington, NC as their Environmental Regulatory Specialist and I
was hoping you could answer a question for me regarding the new NCG11 General Stormwater Permit for
Treatment Works >1 MGD. One of our facilities(Southside WWTP) is located on the Cape Fear River that is tidally
influenced, and with the new permit it requires that we sample from these outfalls that often are inundated with
river water. CFPUA reached out to Brian Lambe with NCDEQ who conducted a site visit to investigate the issue. It
was determined by Brian that to accurately pull a representative sample from our outfalls that would not be
diluted with river water,we could sample from the closest instream storm drains that are not affected by the tides.
Please see attached photo of our proposed analytical sampling locations.We will still conduct the routine
qualitative/visual inspections of outfalls and our discharge that lead to the river to remain complaint.
Is there any paperwork that we need to fill out to have full written approval to pull stormwater discharge from our
upstream storm drains?Thankyou and I am more than willing to answer any questions you may have,
