As discussed in our conversation earlier, we experienced an upset in the residuals process at Franklin this morning at approximately 5 a.m. The cause of the problem has been identified. Initially, it appeared a failure in the residuals pumps were the cause of the issue, but upon further investigation, a pneumatic plug blew out of the clarifier effluent line that directs flow to the residuals wet well, thus creating a restriction of the flow of residuals to the influent supply to the pumps. Maintenance staff reported to the plant to remove the blockage so the pumps can function at full capacity, but the plug is lodged deep within the piping (approximately 10ft) and the decision was made to wait till Monday to attempt to remove the plug from the line. I believe we will enlist the help of Sanders Construction to help us dislodge and remove the pneumatic plug along with installing a replacement mechanical plug to prevent a reoccurrence of the blowout that happened this morning. As the residuals pumps were compromised from the blockage, an overflow occurred at the manhole above the wet well at the pump shed. This total volume of the spill is estimated to be 750 gallons based upon the surface area of coverage and the depth of the material. We are estimating less than a gallon made it to the tributary that feeds Stewart Creek. I believe Steve Wrobleski and Ron Eubanks will be visiting the site to take a look later today. As for the clean up efforts, CCI will report to Franklin later this afternoon to assist with containment of the spill until they can clean up the area Monday. Thanks and take care.
