The North Carolina Division of Water Resources conducted an inspection of the Brandywine Bay WWTP
on 8/13/2024. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non -discharge Permit No. WQ0007569. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Brandywine Bay Wastewater Treatment Facility (WWTF) was conducted on August
13, 2024. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and
limitations specified in Non -Discharge Permit W00007569. Sam Cox (ORC) and Anthony Futrell (both with Carolina Water
Service) were present during the inspection.
This facility is a 150,000 gallon per day ( GPD) reclaimed water generation and utilization facility. The major components of
this system include:
• 37,500 gallon equalization tank
• Bar screen
• 100,000 GPD dual - train plant containing: two 50, 000 GPD aeration basins; dual 8,373 gallon clarifiers; 7,539 gallon
aerated sludge tank
• 50,000 GPD dual -train plant containing: two 25, 000 GPD aeration basins; dual clarifiers; dual 4,000 gallon aerated
sludge holding tanks;
• 200, 000 GPD fixed - plate cloth tertiary filters;
• two UV disinfection units;
• 9,700 gallon liquid chlorination contact tank;
• effluent flowmeter; an in -line turbidimeter; an auto -dialer control panel; auxiliary generator;
• 1.25 million gallon (MG) unlined five-day holding pond
• 7. 5 million gallon ( MG) effluent storage/ infiltration pond;
• 84. 6 acre spray irrigation area consisting of golf course holes 1- 18;
The existing permit which was issued 3/17/21 and expires 9/30/2025. The permitted flow for the system is 150,000 GPD
and the system is averaging approximately 104,000 GPD.
The system is being replaced due to the deteriorating condition of the plant and to provide increased capacity for anticipated
growth in the area. The 1.25 million gallon (MG) 5-day holding pond and 7.5 MG storage/Infiltration pond were both off-line
and in various degrees of construction to convert each to high -rate infiltration ponds. During the construction phase, the
effluent is pumped to the golf course ponds. The former 5-day pond has been converted into an infiltration pond. This pond is
covered by landscape fabric temporarily to prevent vegetative growth prior to operation. The area where the former 7.5 MG
pond was located was still undergoing construction. The SBR has been installed and the mechanical building was under
construction. According to system staff, the new wastewater system is planned to be completed around March 2025.
As a reminder, the permit requires advanced notice of at least two days in advance of initial operation of the constructed
facilities so that the Division can conduct a startup inspection.
Records were reviewed and well organized and staff were very knowledgeable of system operations.

Comment: The permanent diesel -powered qenerator located at the WWTP does not work, therefore a
portable generator has been rented and is set up and will remain until the new plant and
generator are put into operation. The auto transfer switch was tested by interrupting the power
and the generator was working properly.

Comment: Monthly reports and lab data sheets for effluent and groundwater sampling is maintained within
an organized binder. Since the last inspection, effluent monitoring has been generally
compliant except for a NOV for exceeding BOD in April 2023 and a NOV for exceeding
for TSS
in February 2024. Effluent sampling and monitoring well sampling results indicate occasional
exceedances of the 2L groundwater standards for TDS and chloride.
