Per 15A NCAC 02H .1002(9), "Curb outlet system" means curb and gutter with breaks or other outlets used to convey stormwater runoff to vegetated conveyances or other vegetated areas. From analysis of the plans, it does not appear that the swales used in the project are curb outlet swales, since they seem to drain either off-site or to existing catch basins, rather than being the recipient of run-off conveyed from a curb and gutter system. Bearing this in mind, the following comments are intended to address the requirements outlined in 15A NCAC 02H .1003(2)(d) that pertain to curb outlet systems, since Line 6 of the Low Density page of the Supplement-EZ form indicates that curb outlet swales are proposed. Any swale calculations or details provided that are intended to reflect curb outlet swales will be reviewed as is,subject to those requirements. If these swales were not intended to be curb outlet swales, but instead vegetated conveyances, the Supplement-EZ form will need to be updated to reflect that, and comment 2b of this letter will not need to be addressed. REVISED- PROVIDED- NO CURB OUTLET SWALES.THE 4 LOTS ARE DRAINING TOWARDS EXISTING MAPLE DRIVE AT FRONT OF LOTS VIA VEGETATED SWALES 2. Supplement-EZ Form a. Line 5 of the Low Density page refers to the largest value from the Vactual column of the swale table. Please revise as necessary. b. Per 15A NCAC 02H .1003(2)(d)(iii), "The swale's cross-section shall be trapezoidal with a minimum bottom width of two feet." From the provided detail pertaining to the swales, no bottom width is proposed. In addition, a width of 4 feet is indicated on Line 8 of the Low Density page, which cannot be found in any plans or details. Please revise as necessary if required per comment 1. REVISED c. Per 15A NCAC 02H .1003(2)(d)(ii), "The longitudinal slope of the swale or vegetated area shall not exceed five percent, except where not practical due to physical constraints." Line 7 of the Low Density page indicates a maximum slope of 6%. Please revise as necessary. REVISED 3. Please provide a Response to Comments letter indicating, in a point-by-point manner, how each of the above comments has been addressed. This item is required per 15A NCAC 02H .1042(3)(b).
