Johnson, PWS Senior Scientist cws 550 East Westinghouse Boulevard Charlotte, NC 28273 ~~ ti ,~r~ o ~~~ i .~, M~ JAN 3 DENtt - th~„i c.r< «u,-.~lTY 191ETtANDS AND ST(~tMVVA7 Ek BFtF1NCii SUBJECT: Consistency Certification Submission Status for the Proposed Impact to 1.2 Acres of Wetlands and 788 Linear Feet of Drainage Channels for Airport Improvements, Town of Plymouth, Washington County (DCM#20070136) Dear Mr. Johnson: We received the consistency certification of CWS on behalf of the Town of Plymouth ("Applicant") on December 20, 2007 for proposed impacts to approximately 1.2 acres of wetlands and 788 linear feet oFdrainage channels to Facilitate the expansion of the existing runway at the Plymouth Municipal Airport by 1,800 Feet and to redevelop the terminal area. The site of the proposed project, the Plymouth Municipal Airport, is approximately a half-mile east of the intersection of SR 1 100 and SRI 104 in Plymouth, Washington County, North Carolina. The submission was fined complete as of December 20, 2007. Pursuant to the requirements of 15 CFR 930.60, the purpose of this letter is to inform the Town of Plymouth; CWS; and the U.S. Army Corps of Engineers (Corps) that the State of North Carolina has initiated commencement of its Federal consistency review. Please be aware that as we continue to review this submission that we may develop questions on the proposed project that will require that CWS respond through the submission of additional information. The public review period for this project was initiated on December 21, 2007. The public notice has been scheduled to be printed on January 9, 2008 in the "Roanoke Beacon ". Furthermore, the project has been distributed to State agencies that would have a regulatory interest in the proposed activity for review and comment. The public review period will close on January 27, 2008. ~~'e intend to make a decision regarding whether the proposed activity would be consistent with the State's coastal program soon after. Based on the requirements of I S CFR 930.62, DCM has until June 20, 2008 to either concur or object to the consistency certification. This allows for DCM to review the final project that may have been modified to incorporate the requirements of the other State agencies. Other required State approvals may include, but are not limited to, a Section 401 Water Quality Certification, an erosion and sediment control plan, a stormwater management plan, and an acceptance of any proposed mitigation by the State's Ecosystem Enhancement Program (EEP). Before DCM snakes a final decision on this consistency determination, all of these approvals, as required, mt.tst be obtained. Please forward copies of those approvals as they are received to DCM.
