NCEEP Invoice
Dear Mr. Chapin,
I hope you and your family had a great Thanksgiving
We have recently received an invoice from the NCEEP for the in-lieu fee portion
of our mitigation plan. NCEEP's invoice does not clearly show how the project is phased
for mitigation and, therefore, is confusing. Phase 1 of our plans provides that the stream
and wetland impacts will be mitigated on site. This is consistent with our approved
mitigation plan and 404 permit. This means that until such time as we are prepared to
initiate Phase II of our plans, in approximately five years, there should be no
remuneration due NCEEP, as stipulated in "Special Condition No. i l" of our permit.
