The North Carolina Division of Water Resources conducted an inspection of the Town of Valdese Class A
Residuals Composting Program on July 2, 2024. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0001990. A
summary of the findings and comments noted during the inspection are provided in the enclosed copy of the
inspection report.
The Annual Report Review inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following violation(s) were noted during the inspection:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.

Inspection Summary:
Melanie Kemp, with the Asheville Regional Office, conducted a review of the Town of Valdese’ s 2023 DCAR Annual Report
to determine whether the facility processed and monitored all residuals in compliance with Permit No. WQ0001990.
The Town distributed approximately 310 dry tons of Class A Compost to customers in 2023. Please resume submitting the
dry tons calculation worksheet and/ or include the conversion on the customer distribution sheet.
Pathogen Reduction (PR) is met via fecal coliform density reduction below 1,000 MPN/g and through PFRP Option E:
composting. The static aerated piles appeared to exceed 55°C for at least three consecutive days. The Town is currently
collecting one fecal sample and a duplicate every quarter. All reported results are less than 1,000 MPN/g. It is
recommended multiple fecal samples are collected over a two-week period to obtain a better representation of the residual
quality.
Vector Attraction Reduction (VAR): VAR is met via the 14-day aerobic process (Option 5). All constructed piles appeared to
exceed 40°C for at least 14 consecutive days and had an average temperature that exceeded 45°C.
Metals, Nutrients & Pollutants of Concern: Values were below the monthly and ceiling concentration limits for Class A
products. All metals and nutrient parameters were analyzed per section IV.3 of the permit, except for Ammonia in the 3rd
quarter. It should be noted that “4th quarter” samples were collected in February 2024. PAN & SAR balances are being
calculated and maintained quarterly, although backup calculations were not provided. SAR values for 2023 were below 10.
Metals and Nutrients under section IV.3 will be required on the source residuals before the end of the permit cycle.
Non-Hazardous Waste Characterization: Please note that the non-hazardous waste characterization of the source residuals
was removed from the permit as of 2022. Non-hazardous waste characterization of the distributed product will need to be
collected before the permit expires in 2023.
The following issues were noted with the report:
•All supplemental lab reports were missing with the original submittal but were provided upon request. Please include these
with future submittals.
•The PAN and SAR calculations were not provided with the report. In some cases, PAN/SAR calculations did not match
what was provided on form RSSF.
•On form RSSF, please include the MQL value (i.e. <0.05 vs *) for results that are below lab limits.
•The fecal coliform results provided on form PVRF do not match the bench sheets. Minimum is 49, geometric mean is 113,
and maximum is 485.
The following violation was noted:
•Fourth quarter samples were not collected. It should be noted that the 4th quarter results provided with the 2023 Annual
Report were collected in February 2024.
•Ammonia was not analyzed in the 3rd quarter.
