Comment: The records reviewed durinq the inspection were organized and well maintained.
Discharge monitoring reports (eDMRs) were reviewed for the period July 2023 through
June 2024. Effluent chronic toxicity failures were reported in July 2023 and April 2024.
Note: Effluent chronic toxicity tests are monitor only.
The ORC must ensure to maintain a copy of all operation and maintenance records
including flow meter calibrations, chemical receipt/usage (dechlorination), sludge
removal, etc. that pertain to the NPDES treatment system.
The ORC and staff must ensure that a 10-day minimum is between all twice per month
effluent sampling parameters (PH, total residual chlorine and TSS).

Comment: Effluent field analyses (pH and total residual chlorine) are performed under the City's
field laboratory certification #5387. Pace Analytical Services and ETT (toxicity) have
also been contracted to provide analytical support.
Facility staff must ensure to report all future effluent total residual chlorine (TRC)
values down to the lowest standard verified on the TRC meter (20 ug/L). Any effluent
TRC results below 20 ug/L must be reported as <20 ug/L.

Comment: The sludge lagoon effluent decants into the sanitary sewer system to the
WSACC/Rocky River WWTP for final treatment/disposal. The City is a permitted facility
under WSACC's Industrial Pretreatment Program. Sludge was last removed from the
lagoon approximately three years ago.
