As of today's date, the Division of Water Resources has not received all of the additional information requested for these projects, therefore, in accordance with 15A NCAC 02T .0107, the project application is being returned as incomplete. If you wish to pursue permitting for this project, please submit a completed application accompanied by a new application fee. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. Please provide the following information by 07 25 24, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. 1 . Is this an ARPA funded project? If so,-please include the DWI assigned ARPA project number in your response. 2. Your application package is missing Section B and Section F of the "Instructions for Form FTA 10-23 & Supporting Documentation." Please ensure that you provide adequate information as detailed in the instruction. 3. Section V1.6 of the FTA was checked 'yes'; however, no flow reduction document was submitted with the application. Due to the missing narrative and transmittal, the division was unable to verify which documents were actually submitted. Pursuant to Section 18.1.(e) of SL 2023-137, the 75 GPD/BR rate shall apply to all applicable non-discharge permits issued on or after November 1, 2023. Or else, you need to submit a flow reduction or flow approval document with the application. 4. Section V1.7 of the FTA should detail the establishment type as per 02T. 0114(f). 5. Sections IX.S and IX.6 of the FTA were checked 'yes'; however, the division did not receive the required documents. 6. Since no map was submitted, we were unable to determine Section IX.7 of the FTA. Please confirm whether this project includes any sewer collection lines deemed "high-priority." 7. Please update the FTSE section I, if there are any changes on section V1.7 of the FTA. 8. As this permit requires Southerland Mills PS & FM certification prior to accept any flow, a special condition will be provided upon issuance. 9. Did you submit the Final/partial Engineering certificate for WQ0042510? If not, a special condition will apply stating that this permit cannot accept flow until the other pump station is certified. 10. Did you submit the Final/partial Engineering certificate for WQ0005898 MOD? If not, a special condition will apply stating that this permit cannot accept flow until the other pump station is certified. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned application shall be accompanied with a new application fee."
