Y,i f + /�',` •. • ' fad A% J,w p Cape Fear Public Utility Authority Northern New Hanover Water and Sewer Project Project Narrative The proposed project includes the installation of approximately: - 20,400 linear feet of 12-inch DR-18 C900 PVC dry sewer force main installed via open-cut method - 1,687 LF of 16-inch DR-18 C900 FPVC dry sewer force main installed via horizontal directional drilling method - 80 LF of 12" DR-18 C900 PVC dry sewer force main installed via bore and jack method through 24" steel encasement pipe. The force main will discharge into an existing manhole permitted under WQ0033139 which is tributary to Old Oakland Road Regional Pump Station (PS-155). PS-155 is currently being upgraded under a separate project to expand the capacity of the station to 1,216 GPM. Permit modification has been approved under a separate project and the project is currently entering into the construction phase. The proposed force main will serve future developments along the Holly Shelter Road corridor. This application is to request approval for the installation of a dry 12-inch sewer force main under a zero-flow permit allocation. Future wastewater flows that will become tributary to the proposed force main will be permitted separately. The timeframe for anticipated upstream flow is estimated to be in mid-2025. Written justification for a dry line extension(this may be covered in the narrative already,but it needs to be detailed as to exactly why the sewer is being built preliminarily). The proposed project is a County funded project. The intent of this project is to provide water and sewer service to currently unserved areas in the northern portion of the County. There are currently developments planned for construction along Holly Shelter Road which will require sewer utility service including an industrial park which is planned to connect to the proposed force main shortly after completion and activation of the proposed force main. The area along Holly Shelter Road is poised for residential developinerlt as well, which has been detailed in a master planning evaluation that was conducted to determine appropriate pipeline sizes within the northern New Hanover County area. The permittee, Cape Fear Public Utility Authority(CFPUA),owirs and operates l the wastewater system in northern New Hanover Connnty and is responsible for f approving plans and signninrg off onr permits to then be approved by NCDEQ. Custonners will not be pernritted to tie into the dry sewer lime without CFPLIA approval and NCDEQ permit approval,per their standard contract documents and technical specifications. The proposed sewer force main includes several valves along they alignment. The valve closest to the discharge gravity sewer nnanhole will be closed to prevent ally introduction of wastewater to the systenn [until such tinne that a pernnit extension/nnodification has been approved. 4.
