August 12, 2024 Project Summary The TMC Page Road,An IAR project involves the construction of school classrooms and an assembly space for worship. The site is located at 3104 Page Road, south of its intersection with Globe Rd within the City limits for the City of Durham in Durham County. A permit was previously approved for this project(WQ0040873) on August 22,2022. This proposed installation of 572 feet of 6" PVC pipe with gravity flow passing through one clean out and two manholes. This line discharges into a lift station and a 2"force main 478 LF discharging into MH-3. From here, it flows by gravity through a 6"PVC pipe into Durham County maintained and operated Manhole No. T-16-115 on Sounding Lane. The approved lift station is equipped with two duplex grinder pumps,each with 44 GPM capacity, on site audible and visual highwater alarms,telemetry and a portable generator receptacle with telemetry. The effluent is to be pumped through a 2"PVC, Schedule 80 pipe. A 30 feet private easement is dedicated for this sewer line until it connects to the MH-3 installed by another project. From thereon the sewer line has public easement. The previously calculated flow of 928 gallons per day was incorrect and flow is corrected to 1572 gallons per day. Per approved permit and new calculations the pumping rate is 49.3 GPM and total dynamic head(TDH) is 42.3 feet and does not change. This modification is being requested to increase average daily flow to 1572 gallons/day rather than 928 gallons/day. The length of 6" gravity drainage is corrected to 475 feet. Conclusion of discussion between engineers and county officials was that student rate of flow, rather than Business or Offices flow rate should be used. Lift station has adequate capacity and we will be glad to change the calculations if so required but both State and County has to agree to a number and not go through another cycle of County review. 5. Section V1.7 of the FTA flow request does not match with section I.f of the FTSE. Flow rates listed in V1.7 were as approved by the County (See Email from Chirichella II dated 0130 2024) and FTSE form was also completed by the County. Having spent 8 months to satisfy the County dictates, we are not sure how to address this issue. 6. Section V1.8 only should include new flow. Changed to (644 GPD) new flow only. We listed total flow because county specifically told us that V1.7 &V1.8 should match (see item 8 of email by Darner, Elyssa <edarner@dconc.gov> February 15, 2024. 7. Section V.1 of the FTA does not match with section 11. down stream sewer of the FTSE. Section V.1 changed to WQ 0039913 to match FTSE. Again, County asked us to specifically change V.1 to WQ 0043614. Please see email from Darner, Elyssa <edarner@dconc.gov>Thursday,June 6, 2024 8. While backtracking this permit, I found multiple concerns as follows: a. In 2019, this included the installation of 552 linear feet of 6" PVC gravity sewer, 20 linear feet of 6" gravity sewer, an 88 GPM pump station (2 pumps with 44 GPM capacity), and 1,040 linear feet of 2" force main for a flow of 928 GPD. No installation was done and permit was modified in 2022 because of Tanglewood development. b. In 2022, a modification was requested to include another pump station with 49.3 GPM capacity 478 linear feet of 2" force main, which replaced the existing pump station and force main. Downstream stream sewer permit WQ 0038667 was added. Because of Tanglewood the length of Force Main changed from 1040 LF to 478 LF and resulted in changed pump dynamics as noted. Pumps were neither added nor changed. However, connection was now permitted via Tanglewood (later on labelled as WQ 0043614) but further downstream sewer WQ 0038667 remained in place as in 2019 permit and was not a new addition. c. In 2024, another modification (current) is requested with an updated gravity length of 475 linear feet and flow of 1,572 GPD. This flow needs further verification as explained in question 6 & 7. WQ 0043614 was added as downstream sewer which differs from 2022 request. Modified permit 08/2022 called for connection via Tanglewood MH ( later on labelled as WQ 0043614). This is not being changed in this application. Sewer was installed as per 2022 permit but during review of as built drawings the County determined that previously approved flow calculations were incorrect and we were asked to file for 2024 permit modification application. The County has approved the calculation as listed in the current permit modification application. Reduction of Force Main length and addition of WQ 0043614 were basis for 2022 modification and are not different from 2022 request. 9. Is any of the infrastructure currently in service? No 10. Flow rates used and permitted in that application were per County officials. Nothing was installed. 2. 2022 modification was required because of Tanglewood development and not that we wanted to change anything from 2019 permit. Flow rates were not questioned or changed in 2022 permit. 2022 modification did change the pump characteristics or dynamics because of change in length of Force Main and sewerage connection was now to Tanglewood installed MH (WQ 0043614). 3. All installed sewer infrastructure is per 2022 modification. However, when as-built drawings were submitted County decided to calculate flow rates differently than it had agreed to in 2019 and reconfirmed in 2022. Previously it calculated the number of students that were enrolled in increments every year of occupancy and allocated rest of the space to worshipers. Now County decide that total capacity of the school that is to be reached in 5 years needed to be assigned to students and remainder to worshipers upfront. We had no choice but to agree to what County was willing to accept to move forward and get this modification application signed off by County and forwarded to NC DEQ. 4. We have been trying to meet the conflicting requirements of the County since December 2023 when sewer installation was completed. The building is complete and ready but we cannot get water and sewer connected over past 8 months because of issues like "what is the right way to calculate flow rate". 5. We will make any correction required but would appreciate if we can get approval (even if it is conditional) to proceed forward without going back to the County and starting a new cycle of reviews with County and delay the project. You used a flow rate specific to facilities without kitchens, day care centers, or camps in Section V1.7. Please verify the flow rates for Worshipers and Students. The employee flow rate should follow the flow rate for Businesses, Offices, and Factories as specified in Table 15A NCAC 02T .0114 - Wastewater Design Flow Rates. 5. Section V1.7 of the FTA flow request does not match with section I.f of the FTSE. 6. Section V1.8 only should include new flow. 7. Section V.1 of the FTA does not match with section II. down stream sewer of the FTSE. 8. While backtracking this permit, I found multiple concerns as follows: a. In 2019, this included the installation of 552 linear feet of 6" PVC gravity sewer, 20 linear feet of 6" gravity sewer, an 88 GPM pump station (2 pumps with 44 GPM capacity), and 1,040 linear feet of 2" force main for a flow of 928 GPD. b. In 2022, a modification was requested to include another pump station with 49.3 GPM capacity 478 linear feet of 2" force main, which replaced the existing pump station and force main. Downstream stream sewer permit WQ0038667 was added. c. In 2024, another modification (current) is requested with an updated gravity length of 475 linear feet and flow of 1,572 GPD. This flow needs further verification as explained in question 6 & 7. WQ0043614 was added as downstream sewer which differs from 2022 request. 9. Is any of the infrastructure currently in service? Have you submitted any engineering certifications? Has the flow been established in the tributary? I do not see any documents regarding partial or final certification. Are you planning to abandon any of the infrastructure that was approved in 2019 and 2022? 10. Your map is insufficient for understanding the locations of the existing, proposed, and abandoned gravity sewer and force main. Please submit a more detailed map in accordance with Section F of the FTA 10-23 instructions. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete.
