The North Carolina Division of Water Resources conducted an inspection of the Singing Waters Camping
Resort on 7/24/2024. This inspection was conducted to verify that the facility is operating in compliance
with the conditions and limitations specified in NPDES WW Permit No. NC0038687. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Mikal Willmer and Richard Eguino, with the Asheville Regional Office, conducted a compliance
evaluation inspection of the Singing Waters Campground WWTP on July 25, 2024. This inspection
was conducted to determine whether the facility is being operated and maintained in compliance with
NPDES permit #NC0038687. Gray Wike, ORC Environmental Inc., was present and assisted in the
inspection.
Overall, the facility appeared to be maintained in compliance with Permit #NC0038687. This is a small
package plant that services a campground with RV sites and cabins seasonally from May to
November. The ORC, Mr. Wike, reported most maintenance is handled by Singing Waters personnel
unless they request help from Environmental Inc.
Influent Lift station: There is a small influent pump at the head of the package plant that appears to
be float activated. The ORC indicated he does not check this pump. DWR recommends the ORC
verify operability of the pump and float on occasion since there does not appear to be an audible or
visual alarm. The pump appeared to be operable at the time of the inspection.
Manual Bar Screen: A coarse manual bar screen is located immediately downstream of where the
influent discharges into the package plant. No major obstructions or debris noted on the screen. Mr.
Wike reported Singing Waters has posted signs within the bathrooms regarding what not to flush but
has had some minor issues with rags.
Aeration Basin (AB): ORC reports an old timer controls the blower motors for the diffusers and limits
his ability to adjust air into the facility. Additionally, due to the facilities proximity to the RV and cabin
sites, Signing Waters staff have requested these motors remain off during the evening hours. At the
time of the inspection the blowers were on, and the DO was reading 6.99 mg/L in the AB. No noted
dead spots or obvious leaks within the airline noted.
Clarifier: Hopper style secondary clarifier approximately 12 feet deep. The facility has minimal solids
due to low flows. Mr. Wike stated he has not had to remove solids from the clarifier since taking over
operation of the facility. The sludge blanket was approximately 1’ out of 11’. The plant does not have
a sludge holding tank due to limited flow and solids.
Chlorinator: one of the two tubes was in use at the time of the inspection. Effluent from the chlorinator
flows into the chlorine contact chamber, which has a baffled wall for additional settling before
discharging to the dechlorinator.
Dechlor Chamber: Two of the tubes were in use and several more dechlor tabs were placed in the
chamber. Recommend ORC continue to monitor the effluent results to ensure the number of dechlor
tabs is not adversely affecting BOD results for the facility.
Effluent Pipe: the area around the outfall was being maintained and the ORC did not report any
issues with flow backing up into the facility when the creek level rises.
