I Chandra C. Farmer, P.E. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I

Town of Selma Wastewater Collection System
The Fast Track Sewer Application is being submitted for the proposed Eastfield Business—
Industrial Park Pump Station on behalf of Adventure Development. It will be located on
Providence Boulevard in the Town of Selma, Johnson County.

The pump station will include approximately 13,501 linear feet of 6"PVC force main which
includes a portion of the existing 6"Pine Level force main under US Hwy 70A which is being
transferred from Johnston County. The force main ultimately connects to the South Selma
Regional Pump Station(permit number WQ0043778). The Eastfield Business-Industrial Pump
Station is being permitted with zero flow since all upstream flows are anticipated to be permitted
within the next 10 years.

Thank you for the attachment, forwarded information below, and for your time on the phone earlier this afternoon.
I understand from our telephone conversation that the 'Prop. Master Meter Location', located on the north side of
Highway US 70A, would be the Town of Selma's proposed connection with the Town of Pine Level's(Town's) existing
collection system. I further understand that in addition to serving Eastfield Crossing and surrounding developments,that
a portion of the project's purpose and need would be to provide redundancy in the Town's water distribution system to
mitigate potential future compromise of the Town's critical infrastructure.
Further, I have verified with Town of Selma that this would be their project.As such they would be the responsible party
for complying with all general and regional conditions of the attached Nationwide Permit (NWP)58.

Based on the above exchanges, it appears this project does satisfy the'independent utility' requirement of NWP 58.
Please note,these conditions include complying with the State's 401 Water Quality program, National Flood Insurance
Program, National/State Historic Preservation Act, and Endangered Species Act. Please also note the latter does not
view stream impacts, even temporary open-cut crossings,to be 'no effect' in areas known to support listed aquatic
species.Any'may affect'determination would be a trigger for written notification to utilize NWP 58. Please ensure each
of these reviews are completed prior to ground disturbance.
Please also be aware that occupying a corridor intended as a future permitted impact does not render that future
impact'approvable'.The co-location of infrastructure argument for any future permit request along this alignment as
avoidance and minimization of impacts should not be a stand-alone position.

- The water and force main extensions connections proposed near the connection of Providence Blvd and US70A,
east of Firetower Rd, are proposed by the Town of Selma to provide services for future developments in the
areas north of U570A and east of 195.
1 will coordinate a meeting in the near future regarding all these moving parts. Please let me know if you need any

Selma, North Carolina does not appear to demonstrate the independent utility we discussed. Connections to
surrounding development and the Town of Pine Level are not shown; only lines and potential elevated storage tank
locations intended to serve the proposed project area. An existing line to Pine Level is shown, as are existing lines to
surrounding areas. Also, if this is a Town of Selma project, I would expect to be interacting with them in these
discussions.

Town owned and maintained lines that will be servicing the surrounding development.The proposed impacts
for these utility installations will be less than 0.10 acres of wetland disturbance and the full impacts for the road
construction will be permitted through an Individual Permit in Adventure's name.
The sewer forcemain running through wetland area between south of the proposed roundabout on US70A will
be County owned and maintained and will be servicing the Town of Pine Level and Eastfield Crossing.The

I wanted to follow up on a question that I asked you a few weeks ago regarding the installation of a water line on the
Eastfield property.The Town of Selma would like to install a water line within the proposed road corridor on the
property (see attached plan).The impact resulting from the road impacts will be a part of the Individual Permit that will
be submitted.
Can the town go ahead and install the water line prior to the Individual Permit authorization?The impacts from that
activity would be temporary and would be below the threshold for written notification.
Please let me know if that activity can be started or if the Town needs to wait on the permit authorization.

After reviewing the Fast Track Sewer System Extension Application for Eastfield Industrial Park Pump Station,additional information is required
in order to further process the application. Please provide the following information by 7/16/2024,and note that the requested information
must be submitted within 30 days of this request,or the applicant will be required to submit a new application and application fee in
accordance with 15A NCAC 02T.0107.
1. Is this an ARPA funded project?If so,_please include the DWI assigned ARPA project number in your response.
2. FTA 06-21: (Please submit the latest FTA 10-23 with addressing the following)
a. Application No.WQ0044334 was returned on January 26, 2024 due to incomplete submission. Please keep the field
blank for the division.
b. Verify that the parcel ID in Section 11.5 is correct.
C. Verify that the Consultant Information in Section 111.1 and X.2 is correct and is the primary consultant for this application.
d. Section IVA needs correction on the Facility Name as listed under the permit NC0030716
e. Section V1.5 should check if there is any pre-treatment is in effect for any industrial wastewater.
f. Section V1.6 needs to be checked.
g. Section V111.5:The length of the force main does not align with the narrative.
h. Section IX.6 indicates compliance with additional permits/certifications.What are the other permits/certifications that
are dependent on this permit,or vice versa?
i. Although you checked 'no'for section IX.7, confirm that this project does not include any sewer collection lines that are
deemed "high-priority"?
j. Submit an updated FTA with recent signatures from the applicant and consultant.
3. Please submit an updated letter of transmittal. Note that all applications should be submitted properly as 'new submissions'.
Previously returned application materials will not be accepted as supplements. Only refer to an existing issued permit for
modification application.
4. Your narrative needs correction following the instruction form FTA 10-23 section B. Please update and submit with a recent
signature.
5. FTSE 10-18: (Please submit the latest FTSE 10-23 with addressing the following)
a. Downstream sewer permit number WQ0044329 was returned on January 26,2024. Provide a valid downstream sewer
permit number.
Submit an updated USE with most recent signature.
b. Submit an updated FTSE with most recent signature.
6. Your maps still need proper identification of the pump station,direction of force main,and downstream sewer connection
point.According to Section F of the Application Instructions,an 8.5-inch x 11-inch color copy of a USGS Topographic Map and
an aerial map should be included with the application. The maps need to clearly identify the project area, including the closest
surface waters,general location of the gravity sewer, pumpstations,and force mains, and the downstream connection points
for the receiving sewer. Please provide the required maps according to the application requirements.
