Subject: Town of Williamston - Skewkree Gut Sewer Outfall Rehab variance request application
WQSV00015
A review of the application and supporting documents for the subject variance request application has been completed
in accordance with 15A NCAC 02T .0107. Please provide the additional or revised information for the following
comments, in order for the Division to complete the review:
1. The variance request is for a significant amount of existing below minimum grade / slope gravity sewer
proposed to be Cured In Place Pipe (CIPP) lined (approximately 1,189 feet total). Also, for a manhole reach of
greater than 425 feet. However, after reviewing the submitted engineering plans, there are several other
existing sewer main issues identified that do not comply with the Division' s sewer system requirements. Do you
wish for these existing sewer system issues listed below to be included in the Town's variance request?
a. On plan sheet C4.01 at Station 5+67 the existing sewer pipe transitions from 16-inch main down to a 15-
inch main.
b. On plan sheet C4.01 at Station 8+12 to Station 8+22 the sewer main is shown as installed at reverse
3.48% grade / slope.
c. On plan sheet C4.05 at Station 36+25 and Station 40+25 to Station 40+50 the existing clay sewer pipe
appears to be above ground.
d. On plan sheet C4.01 at Station 3+ 50 the existing sewer main to be CIPP lined is located under a house.
e. On plan sheet C4.03 at Station 20+ 50 and at Station 22+00 the existing sewer mains to be CIPP lined are
located under houses.
2. The project narrative indicates the Town has purchased modern sewer maintenance equipment to cleaning and
flush the sewer collection system and that these existing sewers below minimum grade will be designated as
high priority sewer. Please note that as high priority sewers these should be inspected frequently and cleaned as
needed, but at least every six months by the Town.
3. The proposed CIPP lining portion of this project is not considered new construction, neither is it normal sewer
maintenance and/ or repair. Except as granted in a variance approval, please note the NCMDGS requires the
following: "The appropriate Regional Office (Washington) must be notified prior to beginning rehabilitation
work. These operations will be deemed permitted as long as, 1) all construction and installation conforms to
the design criteria in the regulations and this manual, 2) new sources of wastewater flow are not being
connected to the rehabilitated sewers, and 3) all replacements or newly constructed sewers are located in
the some proximity (same general horizontal and vertical alignment) and are the some diameter as the
existing sewers. If any of the criteria in this Paragraph are not being adhered to, a site specific permit must
be requested by the applicant. Once the maintenance or rehabilitation activities are completed, a North
Carolina Professional Engineer's certification (form provided by the Division) must be submitted to the
appropriate Regional Supervisor for the completed work."
A response to the above comments is considered required in order to proceed with the review of the application and
issuance of the variance. If a complete response is not received within 30 days, the application and supporting
documents will be returned to you in accordance with 15A NCAC 02T.0107(e)(2).
