Morman, Chariman Calabash Presbyterian Church Property Committee 8820 Old Georgetown Road Sunset Beach, North Carolina 28468 Subject: CERTIFICATION OF COMPLIANCE with Stormwater Regulations Stormwater Project No. 911001 Calabash Presbyterian Church Brunswick County Dear Mr. Morman: The Wilmington Regional Office received the revised Stormwater Submittal for Calabash Presbyterian Church on May 17, 1994, with final information on June 13, 1994. Staff review of the plans and specifications, including the statement of intent to deed restrict the allowable built-upon area to 65,340 square feet for the tract as shown on the approved plan, has determined that the project as proposed will comply with the Stormwater Regulations set forth in Title 15A NCAC M.1003(a)(3). The revision consists of the addition of 3,120 square feet of new building, 23,241 square feet of asphalt parking, 420 square feet of concrete sidewalk, and piping to cross under the new driveway. This Certification supercedes the one issued on October 15, 1991. Any modification of the plans submitted to and approved by this Office or further development of this site regardless of the fact that the modification may be less than 1 acre, will require an additional Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include but are not limited to; project name changes, transfer of ownership, redesign of built-upon surfaces, addition of built-upon surfaces, redesign or further subdivision .of the project area as shown on the approved plans. This Certification shall be effective from the date of issuance until rescinded. The project shall be constructed and maintained in accordance with the plans and specifications approved by the Wilmington Regional Office. The developer is responsible for obtaining any and all permits and approvals necessary for the development of this project. A preliminary review of that information has determined that the submittal for the subject project is not complete. The following information is needed to continue the stormwater review: 1. Enclosed is a sketch of what Dave would like to see in the way of reduced piping for this project. We have discussed the role of the curbing as relates to water quality and have agreed that the normal sheet flow pattern for the project is not adversely affected by it. 2. Also included on the sketch is the existing curbing so that you may add it to the plan and send in revised copies. 3. This is a density submittal, and as such, no additional curbing will be permitted, and any violation of this condition will not be tolerated 4. We concur with your calculations and ask that they be reflected on the density form. 2. Per our telephone conversations we have demonstrated that the existing curb and gutter and stormdrain piping will have negligible effects on water quality due to the amount of downstream open swales on the property. Also any expansion of the church facility in the future will require the addition of a retention pond which would render the curb and gutter issue a moot point. 3. As discussed by telephone, runoff from the building area, and in fact the entire site, drains away from the septic system area. Proposed improvements will not direct runoff onto the septic system. Church Brunswick County Dear Mr. Irrils: The Wilmington Regional Office received a revised Stormwater Submittal for the Calabash Presbyterian Church on May 17, 1994. A preliminary review of that information has determined that the submittal for the subject project is not complete. The following information is needed to continue the stormwater review: 1. My calculation of impervious area is less than 60,000 square feet. Where is the additional 5,230 square feet you calculate? Please provide a copy of your calculations. 2. A field inspection conducted in 1993 shows that there is existing curbing around the circle drive area and down the drive, with an opening to allow runoff from the driveway areas to enter the east catch basin. While this drainage pattern was acceptable based on a less than 1 acre approval, a density approval cannot be given without some modifications to the amount of piping, curbing, and removal of the catch basins. Without topographic information, it is difficult to tell if removal of the catch basins and grading of new swales is feasible. Please demonstrate that the piping cannot be shortened, the curbing is necessary, catch basins cannot reasonably be removed, and new swales cannot be graded in order to comply with the requirements of a density submittal. 3. Dave is concerned about the direction of travel the runoff from the new addition will take.
