In response the Notice of Deficiency (NOD-2024-PC-0120) issued July 18, 2024, pertaining to the 2023 Annual
Report review for Permit No. WQ0038087, Terra Renewal Services (TRS) is providing the following response.
Items addressed in order presented and correspond to the headers and numbers in the NOD letter.
Attachments are provided where appropriate.
1) Revised Field Summary Forms (FSF) are provided with corrected N values for the AdvancePierre
residuals on Fields WK-MF-16 and WK-RJ-5.
2) A revised Residual Source Summary Form (RSSF) for Tyson -Wilkesboro is provided with the correct
Lead concentration for the March 2 sample. The corresponding corrections were made, and revised
Metals Field Loading Summary Forms (MFLSF) and FSF's are provided for fields WK-MF-9, WK-MF-
10, WK-MF-11, WK-MF-17, YK-DM-5, and YK-WK-DM-8.
3) Copies of FSF's without portions blacked out are provided for fields WK-MF-11, WK-MRF-5, WK-MRF-
14, and WK-MRF-21. This was likely an error produced by the PDF software when attempts were
made to reduce (optimize) the file size prior to submittal.
4) A revised FSF for field WK-MRF-15 is provided with the corrected landowner.
5) A revised Annual Certification Form (ACF) is provided with:
a. Number of fields in permit changed from 62 to 63.
b. Revised annual dry tons applied based on recalculation of Mathis-1 residuals volume (see
below under Additional).
6) Samples were pulled for 4 sources in September (Q3). We typically use the same laboratory (Pace -
Columbia), and we send a large volume through it each year. We have one project manager that
handles the Terra Renewal samples. To simply the process, we have a list of parameters on file with
the lab that covers all the NC permit parameters (with or without TCLP), so that abbreviations can be
written on the COC instead of listing all parameters or providing an attachment. The week that these
samples were delivered to the lab, the PM was on vacation and his work was delegated to another
staff member, who was not informed of this arrangement, and the parameters for the nutrients were
logged in incorrectly, thus the partial nutrient results. The report was not received until Q4. Upon

discovery, arrangements were made to pull additional sample in Q4 to compensate and provide at
least 4 complete samples for the required sources in calendar year 2023.
7) Storage tank records for 2023 are provided.
Deficiencies:
1) Terra Renewal acknowledges that a 24 hour notification to the WSRO was missed for the application
to fields WK-MF-9,10,11,15 in Sept/Oct 2024 and we are aware of the permit requirements. We will
make efforts to avoid this circumstance in the future.
2) As described above, there was a problem with processing of the samples that were collected in
September (Q3) for Tyson -Harmony and Tyson -Wilkesboro. So, a complete analysis is not available
for Q3 of 2023. However, additional samples were pulled in Q4 to compensate, so that a complete set
of four results (4x Year) could be obtained for all parameters listed in the permit (excluding TCLP) for
these sources in the calendar year 2023. We have historically obtained the required number of
samples at the required frequency within the quarterly framework. This was an anomaly and we do
not intend to make this recurring event.
Concerns:
A) Status of Zinc levels in soil samples will be brought to the attention of the farmer and monitored,
particularly on fields WK-MF-13, WK-MF-17, and YK-YF-03.
Additional:
- During the production of this response and the corresponding records, it was discovered that the
spreader buggy that was used in 2023 for removing and applying loads of residuals from the Mathis-1
storage tanks to the surrounding sites was 5,600 gallons. Volumes originally reported for 2023 for the
Mathis-1 residuals assumed a volume per load of 6,000 gallons. The volumes applied have been
corrected accordingly on forms MSLSF and FSF for fields WK-MRF-3,5,6,12,13,14,15 and revised
forms are attached. The number of Annual Dry Tons applied was also corrected on the Annual
Certification Form (ACF), which is provided as part of Item-5.

Facility was compliant during calendar year 2023 with all conditions of the land application permit
(including but not limited to items 1-13 below) issued by the Division of Water Resources. © Yes ❑ No
If no please, provide a written description why the facility was not compliant, the dates, and explain corrective
action taken.
1) Only residuals approved for this permit were applied to the permitted sites.
2) Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or
the limit specified in the permit.
3) Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies
of laboratory results are attached.
4) Annual TCLP analysis (if required) was performed and three (3) copies of certified laboratory results are attached.
5) All other monitoring was performed in accordance with the permit and reported during the year as required and three
(3) copies of certified laboratory results are attached.
6) The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T .1105(a) or the Pollutant
Loading Rates in 15A NCAC 02T .1105(b) (applicable to 40 CFR Part 503 regulated facilities).
7) All general requirements in as specified in the Land Application Permit were complied with (applicable to 40 CFR Part
503 regulated facilities).
8) All monitoring and reporting requirements in 15A NCAC 02T. 1111 were complied with (applicable to 40 CFR Part
503 regulated facilities).
9) All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior
authorization was received from the Division of Water Resources.
10) No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are
attached to include appropriate actions and remediations.
11) Vegetative cover was maintained and proper crop management was performed on each site receing residuals, as
specified in the permit.
12) No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred.
13) All buffer requirements as specified on the permit were maintained during each application of residuals.
