The Compliance Evaluation Inspection was conducted by Tony W Honeycutt of the Fayetteville Regional Office. The
facility was found to be in Non- Compliance with permit WQ0018708.

Inspection Summary:
The influent flow into the system is exceeding the allowable permitted flow each month. There is an enforcement case
pending with the AG's office concerning this issue. This issue needs to be addressed as soon as possible.
The solids holding tank in the package plant is completely full,(solid). This does not allow for proper operation of the
treatment system. It causes the solids to be passed along into the lagoon. The lagoon is not a treatment lagoon for the
soilds and this matter needs to be addressed as soon as possible.
Due to the failure to resolve the matter with the solids tank as noted above and also in last years inspection report, it is
recommended that a lagoon survey be conducted to check the levels of solids accumulation in the lagoon.
Spray irrigation operations were taking place at the time of the site visit. When the operator was asked about the winter
overseed crop, he told the inspector that the winter crop had been broadcast over the fiels area. The operator was informed
that unless the seed makes direct contact with the ground (better if below ground) and the temperatures are correct, there
will be no germanation of the seeds. This would result in a winter crop that is unacceptable/failed. It is recommended that a
winter overseed crop be drilled into the spray fields as soon as possible.
At this point in time there was no evidence of any type of overseed crop being broadcast or drilled. A follow-up visit will be
conducted (drive by within 30 days) to check and see if there is a winter crop present to recieve the nutrients from the spray
operations.. Without a exceptable winter crop in place, any spray irrigation events would be in violation of the systen permit,
WQ0018708.
The facility is also still several years in the rears with its premit renewal fees. This also should be addressed as soon as
possible.
