It is our intent that this response will provide sufficient additional information regarding the incident. Cause of non-compliance: On April 1, 2024, the Effluent BOD sample was pulled and sent to the laboratory for measurement. During the 2023-2024 calendar year the BRWWTP has been under heavy construction with upgrades to the waste treatment plant. On April 1, 2024, two aeration basin trains were taken out of service along with three clarifiers which caused an upset to the system. The average weekly limit of 18mg/1 was exceeded and 28.5mg/1 was reported. The monthly average limit of 12mg/1 was also exceeded due to the April 1 sample being out of compliance,12.9mg/1 was reported for the monthly average. Action taken: The upgrades and construction that the BRW WTP have been undergoing are coming to an end on August 1st. as of the date of this letter, all aeration basin trains have been put back into service along with all clarifiers. We believe this letter emphasizes our ongoing commitment to permit compliance and we hope that the Division recognizes these efforts.
