Yes—U for Hardness— Total as CaCO3 (mg/L)4 New expiration date: July 31, 2029 FACILITY SUMMARY Town of Smithfield operates a conventional water treatment plant.The Smithfield WTP is a minor facility (flow<I MGD)with a design capacity of 6.2 MGD,a maximum monthly average wastewater discharge of approximately 0.163 MGD,and an effluent flow discharge limit of 0.187 MGD. Discharge occurs every day for 2.5 hours. Water source is Neuse River. The receiving stream is Buffalo Creek. The WTP was originally permitted August 27, 1993. This facility utilizes the following treatment components: • Water storage reservoir • Rapid mix chamber for alum and NaOH addition • Four flocculators Fact Sheet for Permit Renewal July 2024-NPDES Permit NCO083348-Page 1 • Three settling basins • Three multi-media filters • Filter backwash tank • Two clearwells • Sludge holding basin • Screw press for sludge thickening Chemical usage consists of: • Powdered activated carbon • Alum/aluminum sulfate • Sodium hydroxide • Chlorine • Ammonia nitrogen/chloramines • Tetrapotassium pyrophosphate • Calcium thiosulfate RENEWAL SUMMARY This renewal contains the following changes: ➢ Added the chemical usage list at the water treatment plant to the Supplement to Permit Cover Sheet ➢ Updated the components list on the Supplement to Permit Cover Sheet. ➢ Updated footnotes to the effluent table in Section A. (1.). ➢ Removed the weekly average limits column from the effluent table in Section A. (L). ➢ Added effluent Hardness and instream Hardness,upstream of the facility's discharge,monitoring to the table in Section A. (1)with corresponding footnotes.These parameters were added to comply with the current NCDEQ water treatment plant strategy. ➢ Iron no longer has a state water quality standard and therefore monitoring for this parameter has been removed from the permit. ➢ Manganese no longer has a state water quality standard and therefore monitoring forthis parameter has been removed from the permit. ➢ Fluoride monitoring was also removed from the permit. The 2018 permit renewal factsheet mentions that the permittee stopped using Fluoride, the Permittee marked Fluoride as believed absent on the permit renewal application, and Fluoride is not listed as a chemical additive on the plant schematic. ➢ Reporting for Total Nitrogen(TN)now includes the constituent parameters used in calculating TN. Total Kjeldahl Nitrogen(TKN)and Nitrate+Nitrite Nitrogen(NO3-N+NO2-N)have been added to the effluent table in Section A. (1)with a corresponding footnote. The Sample Type for Total Nitrogen has been updated from "Grab" to "Calculated". ➢ Added an effluent flow limit to the effluent table in Section A. (1) to comply with the current NCDEQ water treatment plant strategy. The Division has determined that the volume of Water Treatment Plant(WTP) discharges has the potential to impact receiving waters and should be controlled statewide. The Division is moving to reinstate limits in permit renewals and include limits for new WTP permits. A flow limit of 0.187 MGD has been added to this permit ➢ Added parameter units to the effluent table in Part 1. Section A. (L). ➢ Added the eDMR codes for every parameter to the effluent table in Part 1. Section A. (1.). ➢ Whole Effluent Toxicity testing has been changed from monitoring to a Pass/Fail limit per the current water treatment plant guidance for conventional treatment systems. Section A. (1) and Section A. (2)have been updated accordingly. ➢ Added Special Condition A. (3) Permit Re-Opener: Whole Effluent Toxicity in Part 1. ➢ Updated eDMR language for electronic data submission in Part 1. A. (4). ➢ Updated the map. Fact Sheet for Permit Renewal July 2024-NPDES Permit NC0083348-Page 2 COMPLIANCE HISTORY Smithfield WTP has not had any enforcements on record since the permit became effective in April 2019. The facility has been issued three proceed to NOVs for Total Suspended Solids frequency monitoring violations and an aquatic toxicity permit limit violation since the permit became effective in April 2019. Most recent inspection (February 2019) showed the facility to be in compliance. STREAM FLOW DISCREPANCIES AND CONFIRMED OUTFALL POINT Winter and summer 7Q10 values of 0 were used in the 2013 and 2018 permit renewals: however, in BIMS the 7Q10 is listed as 175 summer/155 winter, 30Q2 is listed as 260 and average CFS is listed at 0.95. During the 2018 permit renewal the outfall location was confirmed with the permittee to be located further from the Neuse River than previously listed in BIMs and the outfall location was confirmed to be to Buffalo Creek at 35.518302 N,-78.344840 W. The 7Q 10 values were corrected in BIMs to reflect the flow value of the Buffalo Creek and historical permit renewals;however,it is suggested that Smithfield WTP request updated flow data from USGS for the outfall location,as it may help with future permit limits in the RPA, future permit renewals,and may more accurately represent the flow of this portion of the Buffalo Creek. Smithfield WTP should submit new flow data from the USGS to the NCDEQ with their permit application for the next permit renewal in 2029. WHOLE EFFLUENT TOXICITY (WET) TESTING In accordance with current strategies designating this facility as a conventional water treatment plant, WET testing is required in this permit as freshwater Chronic [TGP3B] Pass/Fail Quarterly testing with Ceriodaphnia dubia at an effluent concentration of 90%. Whole Effluent Toxicity testing has been changed from monitoring to a Pass/Fail limit in this permit renewal,per the current water treatment plant guidance for conventional treatment systems. This facility has failed 9 out of the past 12 toxicity tests, therefore a re-opener clause is being added during this renewal. REASONABLE POTENTIAL ANALYSIS The need for toxicant limits is based upon a demonstration of reasonable potential to exceed water quality standards,a statistical evaluation that is conducted during every permit renewal utilizing the most recent effluent data for each outfall. The RPA is conducted in accordance with 40 CFR 122.44 (d) (i). The NC RPA procedure utilizes the following: 1)95%Confidence Level/95% Probability; 2) assumption of zero background; 3)use of Jh detection limit for"less than" values; and 4) streamflows used for dilution consideration based on 15A NCAC 213.0206. Effective April 6, 2016,NC began implementation of dissolved metals criteria in the RPA process in accordance with guidance titled NPDES Implementation of Instream Dissolved Metals Standards, dated June 10, 2016. A reasonable potential analysis(RPA)was conducted on effluent data collected between December 2019 and March 2024.Per the new guidance for water treatment plants, a flow (Qw) of 0.187 MGD was used. This flow is based on the maximum,monthly average flow during the past three years, with a 15% reserve capacity added and rounded to three significant figures. Fact Sheet for Permit Renewal July 2024-NPDES Permit NCO083348-Page 3 Based on this analysis, the following permitting actions are proposed for this permit: • Copper—no reasonable potential to exceed water quality standards and no detects;monitoring kept at quarterly as facility is not measuring and reporting data down to the required practical quantitation limit(PQL)for Total Copper,which is 2 µg/L(per the Inorganic Chemistry Branch of the Division of Water Resources Water Sciences Section). Monitoring data should be reportable down to this level. • Fluoride—no reasonable potential to exceed water quality standards;predicted max <50% of allowable concentration; monitoring removed from permit for the following reasons.
