HomeMy WebLinkAboutWQ0044259_Start up inspection_20240802 North Carolina Department of Environmental Quality | Division of Water Resources | Raleigh Regional Office 3800 Barrett Drive | 1628 Mail Service Center | Raleigh, North Carolina 27699-1628 919.791.4200 August 2, 2024 Rich Deming – Chief Executive Officer Carolina Poultry Power RG2, LLC 3730 North main Street Farmville, NC 27828 Subject: Pre-Startup Inspection Permit Number: WQ0044259 Carolina Poultry Power – Wilson CUS Reclaimed Water Conjunctive Utilization System Wilson County Rich Deming, On July 31, 2024 Chris Smith of the Raleigh Regional Office (RRO) conducted a pre-startup inspection of the Carolina Poultry Power - Wilson - Reclaimed Water Conjunctive Utilization System – Permit No. WQ0044259. The purpose of this inspection was to ensure compliance with the subject permit. During the inspection the cooperation and assistance of Mitchell Underwood, Doug Stamm, and Tyler Sandridge was helpful and appreciated. This compliance evaluation inspection consisted of the following: •Review of the permit; •Review of the owner/facility information; •On-site inspection of system components The current permit was issued March 1, 2024 and expires July 31, 2030. The facility is permitted for the construction and operation of a 1,777,604 gallon heat exchange storage lagoon (3,006,662 gallons total), dual 1,218 gallon per minute (GPM) heat exchange loop pumps, 2,888 linear feet (LF) of ambient temperature reclaimed water distribution line, eighteen 69.4 GPM heat exchange spray irrigation nozzles, 4,507 LF of 8-inch carbon steel hot reclaimed water return line, and the construction and operation of 495 LF of 6-inch carbon steel supply lines capped for future use at the boiler building and buildings at the Hominy Creek WRF, 435 LF of 2-inch carbon steel hot pipe capped for future use as a hot water supply at the Hominy Creek WRF primary clarifiers, and associated piping, valves, controls, and appurtenances. At the time of the inspection the reclaimed water generation and conjunctive utilization system appeared to be well maintained and in compliance with the requirements of permit WQ0044259 with the following exceptions: Docusign Envelope ID: F41BFBE9-250D-4DA9-A78F-292AC743AD28 WQ0044259 Wilson August 2, 2024 Page 2 of 2 North Carolina Department of Environmental Quality | Division of Water Resources | Raleigh Regional Office 3800 Barrett Drive | 1628 Mail Service Center | Raleigh, North Carolina 27699-1628 919.791.4200 • Permit Condition II. Performance Standards 6. states “The Permittee shall tag or label all reclaimed water valves, storage facilities, and outlets to warn the public or employees that the reclaimed water is not for drinking. [15A NCAC 02U .0403(b)]” Permit Condition II. Performance Standards 7. states “The Permittee shall color-code, tape, or otherwise mark all reclaimed water piping, valves, outlets, and other appurtenances to identify the source of the water as reclaimed water as follows: a. All reclaimed water piping and appurtenances shall be either colored purple (Pantone 522 or equivalent) and embossed or integrally stamped or marked "CAUTION: RECLAIMED WATER -DO NOT DRINK" or installed with a purple (Pantone 522 or equivalent) identification tape or polyethylene vinyl wrap. The warning shall be on opposite sides of the pipe and repeated every three feet or less. b. Identification tape shall be at least three inches wide and have white or black lettering on a purple (Pantone 522 or equivalent) field stating "CAUTION: RECLAIMED WATER - DO NOT DRINK." The Permittee shall install identification tape on top of reclaimed water pipelines fastened at least every 10 feet to each pipe length and run continuously the entire length of the pipe.” At the time of this inspection some of the reclaimed system infrastructure was not painted the appropriate color and/or labeled to indicate that it was part of the reclaimed system. Facility staff stated that painting and labeling the remaining system components is scheduled and will be completed prior to system startup. Documentation that the proper painting and labeling has been completed must be provided to RRO staff prior to system startup.
