Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This permit Includes no major changes from the draft permit mailed on February 13, 2008.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits -which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit
conditions, requirements, terms, and provisions included herein.
WilcoHess LLC. is hereby authorized to:
1. Continue to operate a oil / water separator system consisting of the following:
♦ 1 - 1,500 gallon pre -cast oil/water/sand separator,
♦ 1 - 2,000 gallon Kleerwater oil/water separator,
♦ Associated PVC piping and
♦ With discharge to into the existing storm sewer line.
This facility is located at 13960 Capital Boulevard, Youngsville, in Franklin
County.
2. Discharge from said treatment works at the location specified on the attached
map into an unnamed tributary to Richland Creek, Classified C-NSW in the
Neuse River Basin.

1. The grab sample for Oil and Grease should be skimmed from the surface in a quiescent zone,
if possible.
2. If Naphthalene is not detected above the method detection limit during the first eight
sampling events, its monitoring requirement shall be waived for the remainder of the permit
term. If it is detected above the detection limit during the first eight sampling events, the
monitoring requirement shall remain in effect for the remainder of the permit term.
There shall be no discharge of floating solids or visible foam in other than trace
amounts.

North Carolina Environmental Management
Commission proposes to issue a National
Pollutant Discharge Elimination System
(NPDES) wastewater discharge permit to

from the publish dale of this notice.
Written comments regarding the proposed
permit will be accepted until 30 days after
the publish date of this nofice. All

considered in the final determinations

a facility at 13960 Capital Blvd, Wake
Forest, NC, to an UT to Richland Creek, a
class C-NSW water In the Neuse River
Basin. A discharge limit for naphthalene is
water quality -limited. The subject discharge
may affect future allocations in this river
basin.

4. Description of the existing treatment facilities (list all installed components
with capacities);
The treatment works at the facility consists of ABT, Inc., 512AF Ductile Iron Frame and
Grate installed around the east west and south sides of the diesel fuel canopy. The
trench drain is installed inside the drip -line of the canopy and sloped so rainfall and/or
surface water does not enter the drain. Flow captured by this grate is discharged
through six-inch diameter PVC piping to a 1,500-gallon capacity, pre -cast concrete
oil/water/sand separator. Discharge from this unit is discharged to a 2,000-gallon
capacity Kleerwater oil/water separator. Discharge from this unit is discharged through
six-inch diameter PVC piping which ultimately ties into the existing storm sewer line at
the southeast comer of the site. BOD, TSS, nitrogen and phosphorus removal is not
included in the design of this system. A map showing locations of system components
and location of outfall/sampiing port are attached.
