North Carolina Division of Water Quality NPDES Unit % 1617 Mail S ' ice Center Raleigh, Pgrth Carolina 27699-1617 SITE MANANGEMENT PRACTICES AND SPILL RESPONSE WILCO #191 13960 CAPITAL BOULEVARD YOUNGSVILLE, NORTH CAROLINA Dear Mr. Klimek: On behalf of WILCOHESS, LLC (Wilco), and as required in Section A.(2.) of their National Pollutant Discharge Elimination System (NPDES) Permit No. NCO087912 for the above facility, Mid -Atlantic Associates, Inc. (Mid -Atlantic) has prepared the following letter. The purpose of this letter is to outline site management practices that will be conducted in an attempt to minimize the amount and strength of wastewater generated at the diesel dispenser islands and discharged from the treatment facility, as well as spill response procedures that will limit the release of fuels from the Bite. Site Management Practices: The following site management practices are in place and/or will be conducted to minimize the amount and strength of wastewater generated at the diesel fuel islands and discharged from the treatment facility: • The diesel dispenser islands are covered by a canopy; • A frame and grate system, connected to a grit separator and oil/water separator, has been installed at the site and is designed to limit stormwater flow into the system; • Dry absorbents and spill kits are kept at the facility, according to Wilco personnel; • Spills. and leaks from vehicle fueling operations are cleaned up upon detection using dry absorbents; • Dispensers are equipped with "break -away" hoses to prevent vehicles from driving off with the fuel nozzle in the vehicle and rupturing the fuel hose while the pump is running; • The diesel dispenser islands will be inspected during visits by the designated Operator - in -Responsible -Charge (ORC) or backup ORC; • The collection system and oil/water separator will be inspected during visits by the ORC or back-up ORC; - • The collection system and oil/water separator will be maintained in general accordance with manufactbrer's recommendations; and -- t , Site Management Practices and Spill Response January 12, 2005 WILCO #197 Page 2 Youngsville, North Carolina • The oil/water separator will be pumped out periodically to insure there is adequate capacity in the unit. SiDN Response Procedures The following spill response procedures will be conducted in order to limit the release of fuels from the site: • Minor spills and leaks from vehicle fueling operations will be cleaned up immediately upon detection using dry absorbents; • The source of the spill will be closed off, shut down and/or disconnected; • In the event that the volume or flow rate of the spill causes it to by-pass the frame and grate system, immediate control and clean-up will be initiated to prevent the spread of the petroleum and prevent and/or minimize surface water contamination. The topographically downgradient storm drain, located in the southeastern comer of the site, will be isolated to prevent petroleum from entering the drain. Spill booms, "pigs", absorbent pillows and/or oil dry dams will be used to confine the spill and isolate it from the storm drain or other conduits of travel; The Wilco employee will contact the Emergency Coordinator and the ORC or back-up ORC. The Emergency Coordinator will be responsible for contacting the appropriate response personnel and the ORC or back-up ORC will be responsible for reporting the release to the appropriate governmental agencies.
