Tom Belnick related to me that moving the discharge point to the UT to the South Toe would involve a brand new permitting process and public notice, and that there would be significant concerns about impacts to this small stream, from the site plan. I was present during the mussel survey effort (June 21) and took a close look at the drainage -way we discussed. It is clearly a "zero -flow" stream and would provide no assimilative capacity for the discharge. It is also right on the property line of the project site. There are significant problems related to this option. With the treatment level proposed for the discharge, I hope we can focus on the need to properly site the outfall location and orientation. If anyone has questions concerning this information, please let me know. After John and Fish and Wildlife have had an opportunity to summarize the data from the mussel survey, we should reconvene our group to complete our discussion on the outfall location and design.
