Dear Mr. Dowden:
Badin Business Park, LLC is submitting the attached additional information to supplement the
April 25, 2022, NPDES permit (NC0004308) renewal application (Application). As noted in
Section 2.0 of the Application, Outfall 019 did not discharge during the permit renewal sampling
and required samples could not be collected. Outfall 019 discharged in January 2024 and water
quality samples were collected. Badin has included the following items for your inclusion in the
NPDES permit renewal:
• Outfall 019 EPA Form 2E
• Outfall 019 EPA Form 2F
• Outfall 019 analytical laboratory report

• QC results that exceed the upper limits and are associated with non -detect samples are qualified but further narration is not
required since the bias is high and does not change a non -detect result. Further narration is also not required with QC blank
detection when the associated sample concentration is non -detect or more than ten times the level in the blank.
Matrix QC may not be reported if insufficient sample or site -specific QC samples were not submitted. In these situations, to
demonstrate precision and accuracy at a batch level, a LCS/LCSD is performed, unless otherwise specified in the method.
Surrogate and/or isotope dilution analyte recoveries (if applicable) which are outside of the QC window are confirmed
unless attributed to a dilution or otherwise noted in the narrative. E:
