Inspection Summary:
On Friday May 3, 2024, MRO staff conducted an inspection for permit WQ0018688 for the Town of Dallas WTP Alum Sludge
DCAR permit. The MRO would like to thank your plant staff for meeting with us to discuss this permit.
The residuals distribution operation permit expired on July 31, 2020. A renewal application was not submitted 180 days prior
per permit requirements of permit condition 11.
A separate inspection report under NPDES Permit NCO082694 will cover non -compliant conditions identified during the
inspection.
During the site visit, WTP staff were advised that it is the responsibility of the permitttee to maintain the facility operation
under the Operation and Maintenance and Monitoring and Reporting requirements of the permit.
This facility is considering the submittal of a permit rescisssion and be absorbed under the blanket of the US Biosolids
permit previously mentioned. With the current non -compliant status of this facility. The facility is currently listed as a source
under Non -discharge Permit W00030871 for US Biosolids Class Residuals Program. The Town of Dallas is consdiering until
no -compliance issues under Permit NCO082694 are resolved.

Comment: The facility has been made a source with US Biosolids under permit WQ0038071.
On May 6, 2024, the MRO received the information regarding the volume of material that was
sent to the landfill for permanent disposal.
Non -compliant issues were indentified at the storage lagoon.
