Inspection Summary:
DOT is proposing to replace Bridge No. 143 NCSR 1304 over the North Toe River at the Mitchell and Yancey County lines. Initial
plans were to place three (3) piers in the North Toe River, however, this was revised to include only one pier due to the presence of
mussels in the river. Also, a temporary workpad will be installed during bridge construction and removeal of the old bridge. A total of
0.354 acres of stream will be affected.
It is recommended that WQ Certification Nos. 3403 and 3366 be issued.
The 401 Certification was issued on December 12, 2006.
