The C1earView at Misenheimer WWTP is a minor facility(flow< I MGD)with a permitted wastewater discharge of 0.005 MGD. The permit was originally issued in April 1979. This facility utilizes the following treatment components: • Bar screen • Aeration basin with air diffuser • Two aeration blowers • Clarifier • Tablet chlorine disinfection with chlorine contact chamber • Dechlorination equipment • Effluent air diffuser RENEWAL SUMMARY This renewal contains the following changes: ➢ Altered the Engineering Alternative Analysis requirement in Section A. (2)to remove the annual inquiry of local authorities regarding the availability of sewer service in the area unless circumstances change to where the connection to a sewer line is deemed feasible. ➢ Updated Section A. (3)to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. ➢ Updated the Facility Owner name. ➢ Updated Map. COMPLIANCE HISTORY During the last permit period, C1earView at Misenheimer WWTP has had no enforcements. There have been eighteen Proceed to NOVs for limit violations, primarily for fecal coliform and total nitrogen.Nine of these became NOV cases. The most recent inspection(November 2021) showed the facility to be in compliance. NOTES CONCERNING SPECIAL CONDITION The Special Condition on the previous permit read as follows: "Pursuant to Part III, Section D of this permit, the permittee must make an annual inquiry of local utility authorities regarding the availability of sewer service in the area of ClearView at Misenheimer. Results of the inquiry should be submitted to the addresses listed below,no later than March 1st of each calendar year. NC DEQ/DWR/NPDES NC DENR Mooresville Regional Office 1617 Mail Service Center 610 E Center Ave, Suite 301 Raleigh,NC 27699-1617 Mooresville,NC 28115 The permittee shall submit the results of a technical and economical evaluation of connection to the nearest sewer system—specifically, the sewer line near Pfeiffer University that runs to Albemarle, along with any application for renewal of this permit." After speaking with the MRO,we decided to remove this special condition from the permit since connection to sewer was not deemed feasible in 2019. The EAA was substituted with the following language: "If circumstances change to where the connection to sewer line is deemed feasible, then the Division of Water Resources reserves the right to require an EAA with the following conditions:" See email communications for more information.
