MITIGATION CREDIT TRANSFER CERTIFICATE

RES FRENCH BROAD 05 UMBRELLA MITIGATION BANK

TO: NORTH CAROLINA INTERAGENCY REVIEW TEAM

The undersigned, Environmental Banc & Exchange, LLC the Sponsor of the RES French Broad
05 Mitigation Bank (Shiitake Ridge Site) hereby certifies the following:

1. David Dupree, NSR Woodfin, LLC Amanda Avery, Stars & Stripes 2C, LLC has
deposited monies with the Sponsor sufficient to acquire 0.058 Wetland Mitigation
Credits from the Bank for use on its Springs of North Asheville Phase 2 project,
DWR Project Action ID: 2006-30511, in Buncombe County, in HUC 06010105 of
the French Broad River Watershed.

2. Springs of North Asheville Phase 2 project requires a total of 0.164 Riparian
Wetland Mitigation Credits as mitigation. Of this amount 0.106 Riparian Wetland
Mitigation Credits are being provided by the Puncheon Fork Site and 0.058
Riparian Wetland Mitigation Credits are being provided by the Shiitake Ridge site
for the full amount needed.

2. The Sponsor has deducted 0.106 Wetland Mitigation Credits from the Bank’s credit
ledger in HUC 06010105 of the French Broad Watershed.

A copy of the Bank’s Credit ledger reflecting the above transaction is attached to this Certificate.
