NC0090000, Section A.9.b.(ii) effective August 1, 2023, Colonial Pipeline Company (Colonial) is
submitting this Site Mitigation Plan Quarterly Report 2Q 2024 for the time period of April 2024 —
June 2024 in connection with the Huntersville-Concord Road (State Road 2448 [SR 2448])
pipeline release located in Huntersville, Mecklenburg County, North Carolina. At the time of this
submittal, the Town of Huntersville and Colonial have finalized the requirements to the civil and
landscaping plans to obtain the necessary approvals for site development. Colonial has
included the Revised Site Mitigation Plan as Attachment B to this quarterly report. Colonial
anticipates that the next quarterly report (Site Mitigation Plan Quarterly Report 3Q 2024) will be
submitted in October 2024.

Dear Mr. Morrison:
This Quarterly Site Mitigation Report for reporting period April 2024—June 2024 (2Q2024) has been prepared as
required by National Pollution Discharge Elimination System (NPDES) Permit No. NC0090000, Section A.9.b.(i) for
the Colonial Pipeline Company (CPC) Huntersville-Concord Road (State Road 2448 [SR 2448]) pipeline release
site located near Huntersville, Mecklenburg County, North Carolina (Site).
The on-site water treatment system construction has not yet begun, and the system is therefore not operational at
this time. As such, there are no nuisance conditions (noise, odor, or vapors) associated with water treatment that
need to be mitigated at this time.
As required by the Town of Huntersville (Town), a series of figures were submitted to the Town on
November 14, 2023, and March 22, 2024, to obtain the necessary permits and approvals for site development,
including assemblage of the groundwater treatment components that are required to comply with NPDES Permit
NC0090000. On April 9, 2024, CPC was notified by the Town that additional modifications were necessary. The
requested modifications were implemented by CPC and the project was approved by the Town on May 2, 2024.
Following receipt of the Town's approval, CPC requested a modification to the existing Land Disturbance Permit
(MECK 2023-030)originally issued by the North Carolina Department of Environmental Quality (NCDEQ) on
February 28, 2023. A set of the Town approved plans and stormwater report, along with the signed Financial
Responsibility Form, were delivered to NCDEQ on May 20, 2024, for review, and approval was issued on
June 3, 2024. Following NCDEQ approval of the modification, the Notice of Intent and permit fee were submitted to
NCDEQ. The Certificate of Coverage (COC)was issued by NCDEQ on June 25, 2024, and CPC submitted a copy
to the Town for final approval on June 26, 2024. A copy of the COC is provided in Attachment A.
A Revised Site Mitigation Plan which includes the final approved drawings is being provided as Attachment B to
this quarterly report.

This office has reviewed the subject erosion and sedimentation control plan. We find the plan to be
acceptable with modifications and hereby issue this letter of Approval with Modifications. The
Modifications Required for Approval are listed on the attached page. This plan approval shall expire three
(3) years following the date of approval, if no land-disturbing activity has been undertaken, as is required
by Title 15A NCAC 4B .0129.
As of April 1,2019, all new construction activities are required to complete and submit an electronic
Notice of Intent (eNOI) form requesting a Certificate of Coverage(COC) under the NCG010000
Construction General Permit. After the form is reviewed and found to be complete, you will receive a link
with payment instructions for the $120 annual permit fee. After the fee is processed, you will receive the
COC via email. As the Financially Responsible Party shown on the FRO form submitted for this
project, you MUST obtain the COC prior to commencement of any land disturbing
activity. The eNOl form may be accessed at deq.nc.gov/NCG01. Please direct questions about
the eNOI form to the Stormwater Program staff in the Raleigh central office. If the owner/operator of this
project changes in the future, the new responsible party must obtain a new COC.

file at the job site:

Also, this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspection to
ensure compliance with the approved plan.
North Carolina's Sedimentation Pollution Control Act is performance-oriented, requiring protection of
existing natural resources and adjoining properties. If, following the commencement of this project, it is
determined that the erosion and sedimentation control plan is inadequate to meet the requirements of the
Sedimentation Pollution Control Act of 1973 (North Carolina General Statute 113A-51 through 66), this
office may require revisions to the plan and implementation of the revisions to ensure compliance with the
Act.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and State water
quality laws, regulations, and rules. In addition, local city or county ordinances or rules may also apply to
this land-disturbing activity. This approval does not supersede any other permit or approval.
Please note that this approval is based in part on the accuracy of the information provided in the Financial
Responsibility Form, which you provided. You are requested to file an amended form if there is any
change in the information included on the form. In addition, it would be helpful if you notify this office of
the proposed starting date for this project.

1. The low spot on the south side of Huntersville-Concord Road(see the 714' contour line) needs
erosion control measures for the disturbance along the road and the proposed sidewalk. Measures are
needed for the entire frontage improvements to prevent offsite sediment.
2. Ensure silt fence has wrapped corners (turn ends uphill) to prevent sediment from escaping from one
end of the silt fence.
3. Additional measures may be required-The applicant is responsible for the control of sediment on-site. If
the approved erosion and sedimentation control measures prove insufficient, the applicant must take
those additional steps necessary to stop sediment from leaving this site. [15A NCAC 4B .0115]

Enclosed is the revised version of the Site Mitigation Plan (SMP) as required by National Pollution Discharge
Elimination System (NPDES) Permit No. NC0090000, Section A.9.b.(i) for the (CPC) Huntersville-Concord Road
(State Road 2448 [SR 2448]) pipeline release site located near Huntersville, Mecklenburg County, North Carolina
(the Site).
• The enclosed drawings have been developed by TRC Environmental Corporation (TRC) and AECOM
Technical Services for Colonial Pipeline Company (CPC) and submitted to the Town of Huntersville (the
Town) to obtain the necessary permits and approvals for site development. Final approval was received from
the Town during a meeting held on July 10, 2024. Included in the enclosed drawings being submitted as the
SMP are the following items:
• Proposed Site Plan (Sheet 3)—Depiction of existing features, proposed groundwater treatment system
location, proposed stormwater control measures, and proposed landscaping areas.
• Grading and Drainage Plan 1 (Sheet 12)—Depiction of proposed drainage features and construction
specifications for the southeast portion of the Site.
• Grading and Drainage Plan 2 (Sheet 13)—Depiction of proposed drainage features and construction
specifications for the portion of the Site south of Huntersville-Concord Road and north of the groundwater
treatment system.
• Grading and Drainage Plan 3 (Sheet 14)— Depiction of proposed drainage features and construction
specifications for the south-central portion of the Site.
• Driveway Sight Distance Plan (Sheet 15) —Depiction of sight distance along Huntersville-Concord Road from
the proposed driveway.
• Overall Site Plan (Sheet LOO)—Depiction of proposed vegetative planting areas throughout the Site.
No nuisance conditions resulting from the operation of the groundwater treatment system such as noise, odor, or
vapors are anticipated to be present at the Site; consequently, no additional mitigation measures are planned to
be installed or implemented at this time.
