FACILITY SUMMARY
This water treatment plant currently has a design potable flowrate of 8 MGD, and has not discharged during
the previous permit cycle. All decant from the basins is pumped back to the head of the facility. This facility
is located at 581 Vance Street in Forest City in Rutherford County. Water and wastewater treatment consists

RENEWAL SUMMARY
This renewal contains the following changes:
• Section A. (4.) has been updated regarding electronic submission of effluent data. Federal
regulations require electronic submittal of all discharge monitoring reports (DMRs).
• Chronic Toxicity in Section A. (1.) and A. (2.) has been updated from monitoring to pass/fail limit
per the Division's 2020 strategy.
• Total Kjeldahl Nitrogen and Nitrate + Nitrite monitoring has been added to Section A. (1).
• A citation has been added to Section A. (3.) regarding the facility's Discharge Monitoring
Reporting Waiver.
• The Duration of Discharge parameter has been added to A. (L); the footnote has been removed.
COMPLIANCE HISTORY
No compliance concerns in the past permit cycle.
NCG59 GENERAL PERMIT ELIGIBILITY (FOR CONVENTIONAL & GREENSAND ONLY)
This facility utilizes conventional water treatment technology, however, there is not sufficient WET testing
data to support transition to the general permit due to there being no recent discharges from this facility.
• Conclusion: Ineligible for NCG59 General Permit.
WHOLE EFFLUENT TOXICITY (WET) TESTING
The permittee shall conduct acute toxicity tests on a quarter lX basis using protocols defined in the E.P.A.
Document EPA/600/4-90/027 entitled "Methods for Measuring the Acute Toxicity of Effluents to
Freshwater and Marine Organisms." The monitoring shall be performed as a Ceriodaphnia dubia 48 hour
static test. The effluent concentration at which there may be at no time significant acute mortality is 90 %
(defined as treatment two in the procedure document). Effluent samples for self -monitoring purposes must
be obtained during representative effluent discharge below all waste treatment. The tests will be performed
during the months of January, April, July, and October. These months signify the first month of each
three month toxicity testing quarter assigned to the facility. Effluent sampling for this testing shall be
performed at the NPDES permitted final effluent discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TAA3B.
This testing is per the Division's 2020 WTP Strategy:
An acute 48 hour Ceriodaphnia dubia Pass/Fail test at 90% may be assigned for WTPs that have an
IWC > 0.25% but the facility's regular operational discharge is at a frequency and duration that does
not enable chronic sampling according to either the North Carolina Ceriodaphnia Chronic Whole
Effluent Toxicity Procedure or according to Section 8.3 in EPA-821-R-02-013. This will revert to a
chronic testing assignment if it is determined by DWR that a chronic schedule can be met.
REASONABLE POTENTIAL ANALYSIS
This facility has not discharged in the last permit cycle; no data available to run an RPA.

I am attaching a 2023 permit with language for Ceriodaphnia 48 hour limit requirements. A. (2.) on
page 4 and A.(8) on page 9 show outfall 002 performing the test as a limit requirement. I hope this

The fact sheet is attached, it is not fully finished as I am still drafting. Regarding the lack of
data, this WTP is not currently discharging (and has not since 1996), so the WET condition
would be just in the case that they begin discharging again —which is why they are holding on
to the NPDES permit.

Hi Cindy,
Hope you are doing well! I am working on an NPDES permit renewal and I have a water
treatment plant WET question for you that I'm hoping you can help me with:
I have a conventional WTP (NC0074306) which was previously monitoring only for WET and
am now updating to a limit per the new policy. However, this permit has an acute 48 hour
static test with cerio at 90%. This is the justification I am seeing in the permitting strategy:
An acute 48 hour Ceriodaphnia dubia Pass/Fail test at 90% may be assigned for WTPs that
have an IWC > 0.25% but the facility's regular operational discharge is at a frequency and
duration that does not enable chronic sampling according to either the North Carolina
Ceriodaphnia Chronic Whole Effluent Toxicity Procedure or according to Section 8.3 in EPA-

In our WET language library, I don't see this condition for pass/fail instead of monitoring only.
For the renewal, what testing conditions should I put into the permit?
