Our records indicate the treatment system consists of a septic tank; a dosing tank; a duel recirculating sand filter; chlorination and dichlorination disinfection; a control panel; and an effluent discharge pipe with outfall rip rap erosion protection. General NPDES Permit NCG550000 and Certificate of Coverage (COC) NCG551580 authorize the discharge of domestic wastewater from your treatment system to an unnamed tributary to the Stoney Creek in the subbasin of the Nuese River Basin. Findings during the inspection were as follows: 1. The septic tank shall be checked annually and pumped out every 3 to S years. McFarland Septic Service pumped the septic tank in June 2024. 2. Treatment system operation. The treatment system shall be maintained at all times to prevent seepage of sewage to the surface of the ground. At the time of the inspection, the system appeared to be well maintained. During the pumping of the septic tank, the permittee discovered that his recirculation pump had burned up. Upon getting paid on Friday, Mr. Soto purchased and installed the new pump and sent me pictures showing the work. I rode back to the residence on 6-24-24 to verify that the work had been completed. 3. Chlorination/dichlorination. The tablet chlorinator shall be inspected weekly to ensure there is an adequate supply of tablets for continuous and proper operation. At the time of the inspection, the chlorinator and dechlorinator had a sufficient number and type of tablets and tablets are added as needed. 4. Outfall location. A visual review of the outfall location shall be executed twice each year (one at the time of sampling) to ensure that no visible solids or other obvious evidence of system malfunctioning is observed. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of the inspection, the outfall location was clear and appeared to be well maintained and free of any obstructions. There was no water discharging at the time of the inspection. 5. Effluent sampling requirements. Effluent sampling must be conducted annually as part of your permit requirements. The effluent samples must be analyzed by a North Caroline Certified Lab and the results must be kept on site for three years The effluent sample results from 2-12-24 were within the permit limits. 6. Fees and renewals COC's with unpaid administering and compliance monitoring fees will not be automatically renewed. Thefees must be paid annually and within 30 days of notification. The fees for this system are currently several years behind. Enclosed are the unpaid invoices for the years 2014 through 2024. Please make arrangements to pay these overdue fees within 90 days to prevent any further violations to your permit.
