As you are aware from the reported incident forms, this spill occurred due to contracted work being done to culvert failure on private property to repair a sinkhole that we also reported on back in October of 2019. This work is just now being completed. Contractors had to remove 2 sections of sewer main, plug and pump around to downstream manhole to bypass removed sections. During this time they reported some mud had entered the line while repairs were being performed. On March 11, 2024 we met with contractors to rod (clean) downstream pipe before they reconnected sewer main. We checked downstream manholes and lines, manholes seemed to be clean and running free. On March 20, 2024 at approximately 9:00 am we were doing another inspections of the manholes in that area and found a manhole backed up. After walking into the wooded R.O.W upstream we noticed a manhole running over into the creek. We immediately got the line unstopped and went to work to clean the creek. We went downstream and found water free of sewage near a manhole and proceeded to dam up the creek using straw bales and dirt. We sat up a 4” pump and started pumping from the creek into a nearby manhole. To increase to clean water flow into the creek we went upstream of the spill and turned on 2 fire hydrants and another hydrant on, midway of the spill. The fire department also came out and dumped their taker truck of water in the creek to help with cleaning. We pumped from the creek into the manhole all night with two employees checking pump to refuel every couple hours throughout the night. On March 21, 2024 after allowing the hydrants and the pump to run through the night we checked 3 separate locations in the creek at approximately 1:30 pm and received great readings of 8.5 and above with the Dissolved Oxygen Sensor. We removed the dam and allowed the fire hydrants to run until the next day just to keep the fresh water moving through the creek. On March 22, 2024 all fire hydrants were cut off. This line and area have been added to our Hot Spots for rodding and cleaning monthly preventative maintenance. The City of Roxboro strives to provide the citizens with the safest and most reliable sewer system and we will continue to do so. We will always work with your office to provide the best customer service to our community.
