This is a public comment regarding NPDES Permit Renewal for Permit Number NC0089866. My name is Robert Frederick, a citizen of Jamestown, NC. Our town is in Guildford County. But even though some measure of our drinking water comes from Randleman reservoir, I've learned from a NCDPES source that public notice for this permit renewal was only advertised in Randolph County. That restriction seems very odd to me, and the source of this information is a March 5, 2024 letter from Sara Bassett at NPDES to Mr. Greg Flory stating notice is only required in "newspapers having circulation in the general Randolph County area, per EPA requirements." So first off, I ask that you please provide public notice to everyone who gets water from Randleman Reservoir, and I'd like to see the citation, please of those EPA requirements of which Ms. Bassett writes. Now, in reviewing the April 5, 2022 permit renewal (why has it taken 2 years to get to this point?) the same Mr. Flory reports "We would like to note that we are currently investigating why our facility has had issues passing chronic toxicity over the past year." In addition, Mr. Flory writes, "we are working to source an additional laboratory in the region capable of performing this analysis so that we can conduct quality control sampling on the facility we are currently using." Mr. Flory then calls into question that the testing lab is having "quality control issues" or that "travel time to the facility and other external factors may potentially be negatively affecting our results." Years later, February 9, 2024, Jennifer F Graznak of the NCDEQ reports an item of concern to Mr. Flory that the lab being used "has not been listed in the laboratories used on discharge monitoring reports (DMRs). All labs used to analyze required parameters must be listed on that month's DMR." Returning to the aforementioned March 5, 2024 letter, the additional parameters "believed present" — sulfate, bromine, chloroform, quintoline, strontium, vanadium, and nitrate -nitrite are only to be monitored going forward, after approval of the new permit? So conceivably we've been drinking these toxic chemicals for the past two years (or more)? And all of this testing has been going on with potentially unqualified labs for which Mr. Flory himself — over two years ago — both said they had sourced but then he casting doubt because they found chronic toxicity? And this year, February 2024 there's an inspection showing a further "item of concern" regarding using a qualified lab? It appears so according to these aforementioned public records, which I have only had a short time to review. This is no time to approve a permit. This is a time to look carefully at what's been going on with the PTRWA, the testing (or lack thereof), and a full public hearing with proper public notice to all concerned parties, particularly those of us who have been drinking this water for years.
