Dear Mr.Russell:
On July 10, 2024, a site inspection was conducted for the J T Russell and Sons, Inc. facility located at 40854
US 52 Highway North, New London, Stanly County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Danny Barringer was also present during the inspection and his time and
assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by
NPDES Stormwater General Permit NCG160000 under Certificate of Coverage NCG160134. Permit
coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Curl Tail
Creek, class WS-IV waters in the Yadkin Pee-Dee River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG160000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.

Inspection Summary:
The Stormwater Pollution Prevention Plan (SWPPP)was available and mostly complete. No record of significant spills was
available for review, but on-site staff reported no spills occured to be recorded. The permittee has not regularly documented
that stormwater outfalls have been evaluated for the presence of non-stormwater discharges.
Analytical monitoring has been conducted semi-annually and records were available for review. Please note that, as of June
1, 2024, the NCG160000 general permit requires that analytical monitoring be conducted on a quarterly basis.
Corrective actions:
1. Include a section reporting significant spills that have occured on-site, or annual certification of the lack thereof.
2. Annually evaluate outfalls for the presence of non-stormwater discharge and record a signed certification of each
evaluation.

signed a certification statement that the stormwater outfalls have been evaluated for the
presence of non-stormwater discharges.
