STORMWATER NARRATIVE
June 2024
Sandy Hollow is a proposed 69.80 acre Residential Project located off of US Hwy
258/NC Hwy 24,West of Jacksonville,in Onslow County,NC. The proposed first portion was
designed,permitted and built as single family residential subdivision consisting of 47 Lots. The
new proposed portion is designed as a Townhouse Project with 17 buildings and 75 units. This
submittal is to modify the permit. The Owner is still South State Development,LLC,but their
address has changed.
The project is designed as a Low Density Stormwater Project with 24%Built Upon Area.
The first portion containing 48 single family lots was designed and permitted, stormwater permit
No. SW8 230504. One lot was removed,therefore there are 47 lots.In addition,the boundary has
changed slightly from 70.22 acres to 69.80 acres. The new proposed Townhouse Phase is
submitted as a modification to the existing permit.Proposed drainage for the Proposed
Townhouse Project consists of parking and drives with inverted crowns draining to drop inlets
and piped to grassed outlet swales.
The site is currently partially cleared agricultural land and partially wooded. The existing
topography of the site slopes north toward an unnamed tributary that eventually flows to New
River. The Classification of New River at the location.is C,NSW. According to the Onslow
County Soil Survey,the area consists of Goldsboro Fine Sandy Loam,Norfolk Loamy Fine
Sands and Baymeade Loamy Fine Sands. There are existing wetlands and a stream on site,as
shown on the plans.
To prevent the transport of sediment off site from land disturbing activities, several
erosion control measures are proposed. The project entrance will have a stabilized construction
entrance to prevent sediment from leaving the site via truck traffic. Temporary sediment basins
and sediment traps shall be installed during construction. n addition,most of the entire site shall
be wrapped in silt fence.
