The Knollwood Elementary School WWTP is a minor facility(flow< I MGD) with a design capacity and permitted wastewater discharge of 0.011 MGD. The original NPDES permit was issued in September 1981. A. (3). • Reporting for Total Nitrogen(TN)now includes the constituent parameters used in calculating TN, to comply with the current NCDEQ water treatment plant strategy. Total Kjeldahl Nitrogen(TKN) and Nitrate+Nitrite Nitrogen(NO3-N+NO2-N)have been added to the effluent table in Section A. (1)with a corresponding footnote. The Sample Type for Total Nitrogen has been updated from "Grab"to"Calculated". COMPLIANCE HISTORY Knollwood Elementary School WWTP has had one enforcement on record for a fecal coliform limit violation in August 2022. The facility has been issued 18 NOVs for Fecal Coliform and Total Suspended Solids limit violations and one proceed to enforcement case since the permit was originally issued in July 2019. Most recent inspection(August 2022)showed the facility to be in compliance. On June 9,2022,the permittee requested to move the effluent sampling point out of manhole to a constructed sampling point. The Division sent an approval letter dated June 24,2022,to the permittee. Inspection of the new sampling point was conducted August 4, 2022. Weaver, Environmental Specialist II NC-DEQ, Division of Water Resources SUBJECT: Knollwood Elementary School Request to Relocate Effluent Sampling Location NPDES Permit No. NCO034703 Rowan County To whom it may concern, In response to the facility having experienced recurrent fecal coliform exceedances in the previous months, Rowan-Salisbury School System formally requests that the effluent sampling point at the Knollwood Elementary School WWTP be moved closer to the dechlorination box. The 0.011 MGD Grade II Biological wastewater treatment plant serving Knollwood Elementary School is currently utilizing a manhole located approximately 100 feet downstream of the dechlorination box as the primary effluent sampling point. In view of the distance between the dechlorination box and the effluent sampling point, the effectiveness of this sampling point for obtaining a representative and accurate sample has come into question. At this distance, we believe that residual chlorine has dissipated to an extent that does not reflect the chlorination and dechlorination process taking place on-site. As well, there is a high probability of foreign matter entering the manhole and contaminating the effluent. The concern has been communicated to Mr. Roberto Scheller (NCDEQ-DWR, WQRO, Mooresville Regional Office) who has expressed support for moving the effluent sampling point, based on discussions between Rowan-Salisbury Schools and the WWTP ORC. We intend to create a shallow manhole and a trough to be placed approximately 6 feet downstream of the dechlorination box In compliance with federal law,the Rowan-Salisbury School System administers all educational programs,employment activities and admissions without discrimination because of race,religion,national or ethnic origin,color,age,military service, disability,or gender,except where exemption is appropriate and allowed by law. With the school having reduced capacity this summer, this would grant us the ability to construct the new manhole in low-to- no flow conditions, which may reduce the impact upon effluent compliance if granted the ability to begin construction during this period.
