Per the requirements of NCG20 General Stormwater Permit(effective June 1, 2024), United Scrap Metal
NC, LLC (NCG200513) is informing the NCDEMNR—Mooresville Regional Office of a Tier One response
due to benchmark exceedances of Copper and Zinc for stormwater samples taken on June 30, 2024.
Attached document titled "7-9-2024 Pace Analytical-Sample Results (92739723)" contains the analytic
results from this sampling event. Below is a summary of the Copper and Zinc results by Outfall:
- Outfall001 Exceedances:
o Copper= 0.0373 mg/L
o Zinc = 0.636 mg/L
- 0utfaIt 002 Exceedances:
o Copper= 0.037 mg/L
o Zinc = 0.632 mg/L
- Outfall003 Exceedances:
o Copper= 0.0375 mg/L
o Zinc = 0.651 mg/L
- 0utfaIt 004 Exceedances:
o Copper= 0.0376 mg/L
o Zinc = 0.649 mg/L
We are proceeding with required Tier One activities to reduce elevated concentrations of copper and
zinc, which will include an audit of the approved Abatement Plan for copper and zinc currently active for
the site.

Dear Mr. Dergo:
The Mooresville Regional Office staff have reviewed your request dated July 28,2021 for a determination that stormwater discharge
outfall(SDO)002 be granted representative outfall status for stormwater outfalls 001 and 002 and that(SDO)003 be granted
representative outfall status for stormwater outfalls 003.and 004. Based on past site inspections and the monitoring data, maps and
the TTS abatement plan provided, we are approving this request and also the request for Tier monitoring relief for copper and zinc. The
Tier relief is granted for the current permit term which expires on May 31,2024. In accordance with 40 CFR§122.21(g)(7),you are
authorized to sample outfalls number 002 and 003 as a representative outfall for the site. This approval is effective with the next
sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless
of representative status.
Please remember that any actions you initiate in response to future benchmark exceedances as directed in the tiered response
provisions of your permit must address all drainage areas represented by SDO 002 and SDO 003 where appropriate.
Please append this letter to your Stormwater Pollution Prevention Plan(SPPP)or permit to document that representative outfall status
and Tier relief has been approved. If changes in drainage areas, structures, processes,storage practices,or other activities occur that
significantly alter the basis of this approval, representative outfall status and/or Tier relief may no longer be valid. You should either
resume sampling at all SDOs,or reapply to this office for representative outfall status based on updated information. If you have any
